Programme Background

SNV believes in rethinking, reforming, and enhancing institutional structures to lessen the impact of rapid urbanisation and climate threats. To do this, we must seek ways to improve the governance and practices of the waste management, drainage and water supply sectors. In Bangladesh, the local government is responsible for water, sanitation, drainage, and solid waste, often needing more local capacities. Private sector engagement plays a crucial role in making cities more sustainable, but accountability and performance still need improvement. SNV has been working with different stakeholders to set up PPPs with clearer rules of engagement and oversight to strengthen performance accountability by adopting a holistic approach to a sustainable urban sanitation service.

In Bangladesh, SNV had initiated urban water (primarily in Sanitation) programme from 2014 in southern cities and have been proactively engaged in National level to support urban sanitation initiatives. SNV initiated its Urban Sanitation Programme in Khulna City Corporation, Kushtia and Jhenaidah Paurashava with the support from BMGF. Based on the learning it stated a project titled ‘WASH SDG’ programme in Gazipur City Corporation, Jashore and Benapole Paurashava with support from DGIS to address service delivery challenges in sanitation and advance the sector development as a whole, through strategic engagement with Government Agencies and partnering with other experienced civil society and private sector organisations working in the sector.  Using an integrated approach, the WASH SDG programme strives to ensure that water and sanitation related facilities and services are sustainable, climate resilient, gender sensitive and socially inclusive. It is a multi-country intervention implemented in 20 cities in Nepal, Zambia, Tanzania, Indonesia and Bangladesh. Through this, SNV is willing to provide technical support focusing on Sanitation and Hygiene to city corporation/municipalities, which is implemented at Jashore Paurashava, Benapole Paurashava and Zone 1 and Zone 4 of Gazipur City Corporation. The WASH SDG programme is built on three core strategic objectives: (1) increasing demand for improved WASH facilities and practices; (2) improving the quality of service provision; and (3) improving governance of the sector. Gender and social inclusion is an area of specific attention in each of the 3 strategic objectives as well as climate vulnerability and resilience.

SNV aims to support local authorities (Jashore and Benapole Paurashava, and Gazipur City Corporation) to address service delivery challenges in Sanitation and hygiene, and advance the sector development as a whole, through strategic engagement with Government Agencies (sector Ministry, relevant Department and their service delivery channels at local level) and partnering with other experienced civil society and private sector organizations working in the sector.

Job Description

Context and purpose of the job

The BCC component of this project will focus on increasing consumer demand for sanitation and solid waste services as well as awareness on the impact of wastewater-related issues and the environment. Evidence-based BCC activities will be conducted to address specific behaviours that distort the functioning of urban services and threaten overall public health. SNV uses a comprehensive, city-specific and institutionalised BCC design process; however, the project will focus on pre-defined campaigns given the need for replicability and our extensive experience in tackling a variety of sanitation and hygiene behaviours.

The Behavior Change Communication (BCC) Officer will support and provide technical assistance to local government institutions (city corporations and municipalities) for developing, implementing, monitoring, and evaluating BCC strategies and interventions. The officer will also contribute to develop capacity and institutionalizing BCC in local government institutions following SNV’s approach. The role’s emphasis is not only on implementation but also on documentation and evidence generation. The BCC Officer is expected to have a methodical and systematic approach to identifying solutions, implementing, and monitoring. 

Job Responsibilities/ Result areas

  • Support to local government institutions to design formative research to identify significant determinants related to focus behaviours on sanitation and solid waste. 
  • Support to develop and periodically update BCC strategy for provision of urban services.
  • Support to design BCC intervention using different approaches to create demand for Faecal Sludge Management (FSM) / Solid Waste Management (SWM) service.  
  • Support to develop BCC packages, including framework, tools, message, and materials, and pre- test of concept/messages/materials.  
  • Provide training to relevant personnel of city corporation/municipality and other actors.
  • Provide technical assistance as per demand of city authority.
  • Contribute to document experiences and generate evidence to replicate in other cities and share at national level. 
  • Support to conduct different relevant studies as required by SNV.
  • Work in collaboration with the respective Cluster/ City Coordinators of the team and other component advisors. 
  • Maintain regular coordination and relationship with focal person of city corporation/municipality.
  • Frequent visit to different city corporations/municipalities within project location. 
  • Perform any other tasks assigned by BCC Advisor/Project Manager/Sector Leader.

Qualifications

Educational Requirements

  • Minimum graduation in communication, public health, social sciences, or a related discipline

Desired Experience, Knowledge, Skills, and Competencies:

  • Minimum 5 years of demonstrated professional skills and experience in communication or advocacy in the public and/or private sector, with at least 3 years of experience in designing, developing, implementing, monitoring and evaluating BCC strategies;
  • Experience working with urban local governments and/or urban sanitation will add value;
  • Proven experience in developing and implementing behavior change communication strategies;
  • Must have a working knowledge of conceptualizing, implementing and monitoring of BCC initiatives;
  • Experience in evidence generation, public health research, BCC program evaluation is preferred;
  • Experience working with international development organizations or donor-funded projects is preferred; 
  • Willingness to travel to project cities frequently;
  • Strong communication and interpersonal skills;
  • Strong analytical and problem-solving skills;
  • Good analytical, written, and oral communication skills both in English and Bangla;
  • Ability to work independently, as well as member of a team, and to be flexible to accommodate the needs of stakeholders.
  • Ability to think creatively and strategically;
  • Relevant computer software skills (including, at a minimum, the standard applications in MS Office).

Additional Information

Duty station                   :   Jashore Paurashava with frequent travel to project cities

Contract Duration           :  8 (eight) months with a strong possibility of extension based on performance and availability of funds.

Expected Joining Date    :   As soon as possible.

Working Hours               :   Full time (minimum of 40 hours per week)

Salary & Benefits            :   The total gross salary package (basic salary + House Rent Allowance + Transportation Allowance + Medical Allowance) will range between 92,288 and BDT 1,12,444 per month, depending on the selected candidate’s work experience and competencies. Gratuity and provident fund entitlement will be followed by SNV Bangladesh HR Manual.
