University Enterprises, Inc. (UEI) at Sacramento State is seeking an Associate Director, Training for the Office of Water Programs (OWP). The Office of Water Programs (OWP) develops and implements professional training programs and publishes training manuals for operators of water treatment plants, water distribution systems, wastewater collection systems, and municipal and industrial wastewater treatment and reclamation facilities. OWP also offers programs and materials for pretreatment facility inspectors, environmental compliance inspectors, and utility managers. All training is offered as distance learning using correspondence, video, or computer-based/online formats with opportunities for operators, supervisors, managers, and administrators to earn continuing education and contact hours.

RATE OF PAY: $10,932 – $16,399 per month

CONDITIONS OF EMPLOYMENT: This is a full-time, exempt from overtime, benefited position, covered under the California Public Employees’ Retirement System. Continued employment in this position is dependent upon the mutual consent of University Enterprises, Inc. (UEI) and the employee, and either University Enterprises or the employee can, at any time, terminate the employment relationship at will, with or without cause.

MINIMUM QUALIFICATIONS

1. Master’s Degree in Civil Engineering with emphasis on Environmental Engineering or in Environmental Engineering.

2. Excellent oral and written communication skills.

3. Professional engineering license.

4. Demonstrated and extensive experience in the field of environmental engineering with increased level of responsibility in technical oversight of engineering projects.

5. Demonstrated ability to interpret and analyze environmental laws and regulations.

6. Demonstrated ability to work in multidisciplinary teams.

7. Demonstrated ability to review and write technical project reports and documents.

8. Demonstrated ability to present information and results in conferences and meetings.

9. Demonstrated ability to respond to requests for proposals (RFPs) and assemble a team to complete projects.

10. Must pass a background check, which may include fingerprinting. Must continue to meet the established standards.

11. Must be legally eligible to drive in California, complete and pass an online training course, maintain a good driving record, and be acceptable for vehicle insurance coverage under the University Enterprises insurance plan. Must continue to meet the established driving standards, driving record will be monitored with the California Department of Motor Vehicles to ensure compliance.

PREFERRED QUALIFICATIONS

1. Ph.D. in Civil or Environmental Engineering.

2. Demonstrated experience in water and/or wastewater treatment operation and/or design.

3. Licensed as an operator of water or wastewater treatment plant.

DUTIES AND RESPONSIBILITIES

This position is responsible for guiding OWP’s training curriculum by leading the development, improvement, and promotion of the training program and materials. The position provides both technical and management input to meet operator needs for new training courses and programs; leads the development and improvement of existing training courses and programs to meet the educational needs of operators; and ensures that the content of the existing manuals reflects the current state of the water sector. The Associate Director (AD) works closely with and provides consultation to the training group including the lead authors, technical editors, and customer service group. The AD is expected to be engaged in professional organizations as part of promotion and networking for the training program. This position works closely with the Executive Director of OWP or his designee in preparation of proposals, marketing, planning, organizing, supervising, and/or performing the work of a professional engineering staff; represents OWP at meetings and conferences; and manages projects including quality assurance of OWP products. This position reports directly to and receives general direction from the Executive Director (Director) of the Office of Water Programs or their designee. This position supervises the Treatment Plant Operation Specialist.

The specific duties and responsibilities are as follows:

1. Provides plans on the development, improvement, and implementation of the OWP training program based on industry established training needs. Maintains contact with EPA and state/province training certification officials to ensure that the training program content is current and to make training/licensing agencies aware of OWP’s training programs.

2. Promotes the training program by attending regional and national professional meetings and conferences. Attends conferences and works on professional committees to develop contacts, promote OWP programs, and respond to water sector training needs. Presents papers and keynote speeches and serves on panel discussions informing people of current and future advances in training programs.

3. Leads, develops, and manages online training courses for the operators of drinking water and wastewater treatment plants and conveyance systems.

4. Identifies and analyzes trends and needs in training for operators of water and wastewater treatment plants and conveyance systems including content, delivery modes suitable for our targeted audience, and assessment of their effectiveness.

5. Leads and/or participates in funded applied research projects in environmental engineering.

6. Ensures operator training materials are up-to-date by reviewing literature in appropriate professional journals; attending conferences; participating in technical sessions and reviewing operator training needs with conference attendees; visiting water and wastewater treatment and conveyance facilities to review training needs with operators and supervisors; and conducting task analyses to develop training need-to-know criteria.

7. Works with other trainers and instructors to help them integrate OWP training materials into their training programs.

8. Coordinates and works closely with the publications and graphics teams including lead authors/consultants, Publications Manager, Senior Graphic Designer, and online development team.

9. Prepares proposals, markets OWP services, and develops/updates statements of qualifications for potential training program development opportunities.

10. Coordinates course development for the certificate program through the University system working closely with the College of Continuing Education (CCE).

11. Assists the Director in the day-to-day operation of the certificate program, including responding to written and telephone requests for explanations of the materials in the training manuals and courses; assisting students in learning challenging concepts; and providing advice on training needs to meet job and certification requirements.
