Your Opportunity

As a Construction Manager, you will support implementation of the Capital Improvement Plan Program Management assignment for the Palm Beach County Water Utilities Department (PBCWUD) by providing fully qualified management of program construction activities in a fast-paced professional, design and delivery environment. Projects include improvements to water, wastewater and reclaimed water treatment facilities and related collection and distribution systems.

The role is co-located and embedded with client staff in a PBCWUD facility, with the other members of the Stantec team. You will primarily be located at the PBCWUD office in West Palm Beach, Florida working in both office and field settings with regular visits to construction sites in outside weather conditions. The role will involve significant travel to the various sites inside various utility services territories.

Your Key Responsibilities

  • Prepare PBCWUD project delivery paperwork, processes and procedures and work with consultants and contractors on achieving successful project paperwork for approval
  • Ensure project goals and objectives are met, administer the owner’s construction-related contracts, and coordinate project delivery with internal and external stakeholders.
  • Coordinates onsite construction activities by liaising with contractors, design professionals, PBCWUD personnel, regulatory representatives, and relevant external parties.
  • Participates in constructability reviews and bid reviews.
  • Provides input to the development of project schedules, coordinates the work according to approved schedules, reports schedule deviations and provides recommendations on any schedule modifications.
  • Reports deviations from contract documents and follows through with responsible party until resolution.
  • Schedules and coordinates reviews, inspections and shutdown related activities.
  • Maintains records of activities including work completed and inspected.
  • Meets, reviews and reports to the project team on construction status, issues, concerns and potential remedies.
  • Monitors the progress of construction activities ensuring cost, schedule and quality standards are met.
  • Reviews plans, specifications, requests for information, submittals, construction schedules, shop drawings, change orders and payment applications.
  • Participates in QA/QC monitoring of work activities.
  • Reviews as-built drawings and O&M Manuals for completeness.
  • Prepares final documentation for closeout process.
  • Prepares documents and maintains file management of project-related information including, but not limited to, correspondence, reports, videos, and pictures.
  • Participates in the implementation of safety controls and promotes a safe workplace.
  • Oversees equipment testing, training, startup, commissioning, closeout, and warranty activities.
  • Trains and/or mentors less experienced staff.
  • Performs other duties of a similar nature and level as assigned.

Qualifications

  • Thorough knowledge of construction principles, techniques and procedures, occupational hazards, and safety precautions.
  • Ability to effectively discuss project issues with project team, contractor, design professionals, PBCWUD personnel, regulatory representatives, and external parties, including ability to resolve conflict situations.
  • Takes initiative on tasks and in coordinating with other members of the project team, obtaining and sharing necessary information.
  • Strong organizational skills and understanding of task assignment and schedule with capacity to handle multiple tasks and projects, concurrently, and quickly adapt to new priorities.
  • Effective written and verbal communication skills.
  • Strong attention to detail and commitment to exceptional client service.
  • Demonstrated ability to build trust and positive relationships.
  • Effective facilitation, negotiation and problem-solving skills, using sound professional judgment, creativity and innovation.
  • Working knowledge of critical path method scheduling.
  • Proficiency in MS Office Suite (e.g., Outlook, Excel, PowerPoint, Word).

Education and Experience

  • Bachelor’s degree in civil or Environmental Engineering
  • 10-15 years of water/wastewater construction management experience is required
  • Certified Construction Manager (CCM) certification preferred.
  • OSHA and MSHA training and certification preferred.
