Description

Be a part of our mission to protect human health and the quality of Idaho’s air, land, and water! The Idaho Department of Environmental Quality (DEQ) is hiring a limited-service position to serve as an American Rescue Plan Act (ARPA) project coordinator for the Coeur d’Alene Regional Office. Under the direction of the Lake Management Plan Supervisor, the project coordinator assists with coordination and oversight of nutrient reduction projects to improve and protect water quality in Coeur d’Alene Lake.

Water quality data collected by DEQ and the Coeur d’Alene Tribe through the Lake Management Plan indicate that phosphorus concentrations in the lake north of the Coeur d’Alene River are increasing. Excess nutrients in Coeur d’Alene Lake pose a significant threat to long-term water quality due to the potential for heavy metals from legacy mining wastes being released from the lake sediments in low oxygen conditions.

A one-time $5,000 RECRUITMENT BONUS is offered for ARPA project coordinators. This bonus is not available to internal candidates. **Recruitment bonus criteria must be met.Example of Duties

  • Coeur d’Alene Lake management projects: Work with the Lake Management Plan Supervisor to coordinate subawards to cities, counties, utility districts, conservation districts, and other project sponsors in the Coeur d’Alene Basin to implement projects that will improve and protect water quality in Coeur d’Alene Lake.
    • Work with project sponsors to develop funding applications for specific projects. 
    • Oversee subaward administration including invoicing and reporting.
    • Review project plans and reports.
    • As needed, provide coordination between project sponsors and other entities to execute project work.
  • Nutrient reduction projects for point source and nonpoint source nutrient loading to Coeur d’Alene Lake: Implement ARPA-eligible assessment and data collection projects to address data gaps identified by the National Academy of Sciences review of Coeur d’Alene Lake.
  • Project management
  • Plan and administer project scope and implementation schedules; manage budget; conduct relevant research; and prepare documentation, timelines, and reports.
  • Conduct sampling and monitoring activities, provide contractor oversight for investigating sites, and implement monitoring plans and sampling of soils, sediment, or surface water.
  • Interpret and apply applicable federal and/or state environmental rules and regulations.
  • Work collaboratively with applicable DEQ programs and staff; DEQ’s contractors; public and private partners; federal and state agencies; city, county, and tribal governments; businesses; community organizations; and Idaho citizens to identify and implement cost-effective environmental solutions.

Minimum Qualifications

Possession of a bachelor’s degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor’s degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.

AND

At least four (4) years’ experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

OR

Possession of a master’s degree in any of the above fields AND at least two (2) years’ professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
 Supplemental Information

Desired Qualifications: 

  • DEQ (5211A) Project Management: I have at least one year of project management experience involving project planning and administration, including relevant research, documentation, timelines, reports and implementation.
  • DEQ (3131) Water Quality: Describe your knowledge of water quality and your work experience in water pollution monitoring, estimation or control such as: reviewing, designing or implementing; surface water quality monitoring projects, watershed, TMDL evaluation, riparian area, aquatic habitat, water quality, source water assessments, or environmental assessments, pollutant source assessments including municipal, industrial and storm water point sources and non-point source activities such as forestry, mining, agriculture, and grazing. Typically met by possession of a college degree in Natural Resource Management, Forestry, Fisheries, Biology, Chemistry, Limnology, Hydrology, Environmental Science or closely related field; OR education and experience equivalent to an undergraduate degree; AND two (2) years of work experience in water pollution monitoring, estimation or control such as: reviewing, designing or implementing; surface water quality monitoring projects, watershed, TDML evaluation, riparian area, aquatic habitat, source water assessments, water quality or environmental assessments, pollutant source assessments including municipal, industrial and storm water point sources and nonpoint source activities such as forestry, mining, agriculture, and grazing.

Physical requirements:

  • Ability to sit and work on a computer for 2-4 hours at a time
