The purpose of the regional offices (RO) is to ensure implementation of the international strategy in the region, by establishing and following up regional and country strategic direction through regional and country frameworks. This means that RO is responsible for strategy implementation, ensuring accountability and providing leadership in the region and for supporting country offices (CO) based on strategic direction and overall frameworks from National Office (HQ). The RO ensures strategic relationship management with all NorCross NS partners in the region, the Federation and the ICRC, with a focus on regional emergency preparedness and response. The RO furthermore ensures strategic relationship management with donors and external partners and supports CO with grant management. The RO supports and oversees finance management and results management (PMER) in the region in line with established standards and best practices. The RO is responsible for optimal use of human resources by ensuring efficient and purposeful communication and collaboration, including with National Office (HQ). The RO promotes competency development and ensures efficient leadership and a conducive working environment in the region.   

The Regional WASH Delegate will use specific technical competencies to ensure that Norwegian Red Cross supported projects in the region are designed and implemented in accordance with established technical standards and best practices.

Strategic Responsibilities:

Ensure that humanitarian projects reflect established technical standards and advice on the implementation of those standards and best practices.
Train and coach Norwegian Red Cross and Host National Society teams in thematic frameworks and relevant technical standards and support the operationalization of those standards.
Identify best practices and lessons learned from WASH projects in different countries and share these with colleagues in the region to promote continuous improvement and innovation. Develop sustainable solutions for WASH using green energy which will help in addressing the impact of climate change on WASH programs.

Operational Responsibilities:

  • Keeps abreast of developments in the global technical environment and contributes proactively with other technical personnel to Norwegian Red Cross global efforts to establish and implement technical standards in relevant areas.
  • Provides surge support to other countries and regions, as relevant and upon the request of the Regional Office.
  • Conducts technical assessments and scoping missions as requested and contributes technically to project development.
  • Carries out regular field monitoring, provides recommendations and assistance on project improvements and follows up on their implementation in agreement with the respective country program manager.
  • Organizes technical mid-term reviews upon request and contributes to terms of reference and inception reports to final evaluations.
  • Liaises with the Host National Societies technical and project teams to ensure relevance of technical assistance provided.
  • Provides trainings and coaches Host National Society project staff on the operationalization of established technical standards and when challenges arise during the implementation.

Duties and responsibilities

Collaboration:

Works closely with thematic Coordinator in Programme Support Team/ DRM Unit at the National Office (HQ) and other technically competent colleagues in the same discipline in other countries and regions.
Supports collaboration with other RCM technical personnel to enhance overall humanitarian impact in the region.
Coordinates all technical support provided to Host National Societies with the relevant Country Program Manager.
Consults with the Regional Deputy Representative and coordinates with country technical advisors how to jointly support relevant programs in the region.

Mission Specific Responsibilities:

Norwegian Red Cross’ WASH portfolio represents a large share of its budget in the MENA region, focusing on both physical infrastructure rehabilitation and improving access to safe drinking water and safer hygiene practices. In Syria, the regional WASH Delegate will support the Host National Society procurement and contracting processes for water infrastructure projects, supporting the systematization of procurement processes in terms of planning, implementation and evaluation, seeking compliance with NorCross requirements and standards, contributing to the quality and cost-effectiveness of water infrastructure projects. 

The regional WASH Delegate will focus on improving access to safe drinking water and safer hygiene practices primarily in Syria, Lebanon and Iraq. The Regional WASH Delegate will be based in Syria and conduct frequent field visits to Lebanon and Iraq to fulfill aforementioned tasks and responsibilities. 

Qualifications

Formal Competence:

  • Higher University Degree in relevant technical discipline, including civil engineering, water and sanitation engineering or environmental health engineering. Equivalent technical experience can substitute for qualifications but not vice versa.

Skills and Knowledge:

  • In-depth understanding of WASH technical standards and the operationalization of those standards in humanitarian projects.
  • Successful and proven experience from building technical capacities of colleagues and partner organizations.
  • English work proficiency is required; regional languages an asset.
  • Advanced understanding of the use of innovative tools and approaches in relevant technical discipline, is an asset

Contract length: 12 Months
