Objective and Purpose of the Assignment

In July 2020, the President of Uzbekistan approved the Water Sector Development Concept (the Concept)
for 2020-2030. The Concept sets out a reform program for modernizing the outdated irrigation system at
main, inter-farm and on-farm levels including adoption of water saving technologies, outsourcing of
irrigation management and a sharing of costs with water users, land reclamation, the introduction of the
principles of integrated water resources management and related reforms to the regulatory environment,
and capacity development across a range of associated institutions to upgrade management practices.
Implementation of the Concept will be guided by a sequence of 3-year strategies. The first Water
Resource Management and Irrigation Sector Development Strategy 2021-2023 (the Strategy) was approved by
the President of Uzbekistan on 24 February 2021. Formulation of the Concept and the Strategy was led by
the Ministry of Water Resources (MWR) with support from ADB, the Swiss Agency for Development and
Cooperation (SDC) and the Australian Water Partnership. The MWR is in the process of preparing the
second Water Resource Management and Irrigation Sector Development Strategy covering the period from
2024 to 2026.

Scope of Work

The Water Resources Management Expert will provide support to MWR and ADB, in preparing the second Water
Resource Management and Irrigation Sector Development Strategy for 2024-2026 and implementing the first
Water Resource Management and Irrigation Sector Development Strategy for 2021-2023. The expert will
provide quality control and coordinate all parties.

Detailed Tasks and/or Expected Output

The specialist will report to the ADB project officer. Specific tasks include:
• familiarization with the TRTA scope and objectives;
• review of project outputs and reports;
• provision of innovative ideas/input on aspects related to the preparation of the new national water
Strategy, and the implementation of the current Strategy, including for climate change adaption and
gender equity promotion;
• identification of requirements for, and arranging, any additional studies and surveys required for the
preparation of the new national water Strategy(if required);
• participation in training workshops and technical discussions with the MWR and other stakeholders; and
• provision of other support as reasonably requested by the ADB project officer.

Minimum Qualification Requirements

The specialist will have a post–graduate degree or equivalent qualification in water resources
management, water resources engineering, or other related fields, and at least 15 years of professional
experience in formulating, managing, and evaluating foreign funded water resources development projects.
The specialist will have demonstrated ability to work in a multidisciplinary team and will possess
excellent communication (written and oral) skills in English. Experience with the preparation of
externally funded projects is required. Experience in ADB-financed projects will be given advantage.
Experience in Uzbekistan and other countries in Central Asia is preferred.
