The State of New Hampshire, Department of Environmental Services, Water Division, Watershed Management Bureau has a full time vacancy for an Environmental Program Manager – Resilience Project Manager. 

Summary: 

Administers and continuously improves the coastal resilience technical assistance program which endeavors to provide assistance to municipalities and other government entities and stakeholders engaged in capacity-building, project planning, design, and construction that requires consideration of coastal hazards and coastal flood risk; oversees implementation of the Coastal Program CZMA Section 309 Enhancement Grants Program coastal hazards strategy; and oversees equitable access to and implementation of Coastal Program resilience grants, projects, and programs.

MINIMUM QUALIFICATIONS:

Education: Master’s degree from a recognized college or university with a major study in biology or a related environmental science or in civil, sanitary, environmental, public health engineering or a related engineering field.

Experience: Five years’ experience performing administrative, engineering, financial or environmentally related duties for a public or private organization, three years of which must have been in a management or supervisory position dealing with program administration, program planning or program engineering. Each additional year of approved work experience may be substituted for one year of required formal education at the graduate level only.

License/Certification: Eligibility for New Hampshire driver’s license and access to transportation for statewide travel.

PREFERRED QUALIFICATIONS: Experience with federal grant programs.

Responsibilities: 

Administers and manages grants, contracts, and projects related to coastal resilience—defined as the capacity of a coastal community or coastal system to adapt in a changing climate – not only measured by the capacity to “bounce back” quickly from shocks and stresses like storms, but also, and perhaps more importantly, measured by the capacity to “leap forward” by fostering sustained and equitable achievement of community goals and ensuring the social, economic, environmental and cultural well-being of all peoples and habitats over the long-term.

Provides outreach, guidance and technical assistance to help state agencies, municipalities, non-profit organizations, universities, consultants, businesses, the legislature, residents, and the general public understand and equitably incorporate best-available coastal flood risk science in decision-making.

Integrates best practices and strategies to continuously improve coastal resilience projects, programs, policies, and partnerships to achieve more equitable and just outcomes for the communities with which we work.

Interprets and explains various coastal resilience technical and administrative requirements to state agencies, municipalities, non-profit organizations, universities, consultants, businesses, the legislature, residents, and the general public to understand and equitably incorporate best-available coastal flood risk science in decision-making.

Functions as a liaison among and between the Department of Environmental Services and other government and non-government entities on coastal resilience issues related to economic and sustainable community development, housing access, environmental justice, sea-level rise, groundwater rise, and stormwater. Communicates and collaborates on coastal resilience priorities and activities at the national, regional, state, and local level; works with partners on various coastal resilience related committees and workgroups, including the Coastal States Organization Coastal Hazards and Adaptation Planning Work Group.

Leads and supervises implementation of Coastal Program CZMA Section 309 Enhancement Grants Program multi-year coastal hazards strategy and tracks progress towards achieving priority enhancement goals and objectives related to coastal resilience and economic development.

Prepares grant applications and applicable supporting documents to secure federal and other sources of funding to support coastal resilience efforts.

Supervises professional and sub-professional staff and consultants in order to implement coastal resilience efforts.

Analyzes Coastal Program grant and contract operations for efficiency and effectiveness and recommends appropriate changes; develops and maintains standardized grant and contract administration policies and procedures.

Continuously seeks to improve practices to add quality and value in support of the Department’s mission while identifying and eliminating unnecessary and redundant actions.
