TEAM PURPOSE: Oxfam has been implementing the Mekong Regional Water Governance Program in the region over the last two decades. The governance of water resources is of critical importance to the future of the Greater Mekong region, which covers Cambodia, Thailand, Lao PDR, Vietnam, Myanmar and China (Yunnan Province). Decisions over how water resources are developed, managed and shared will influence whether growth will be inclusive and equitable, or will further marginalise millions of people.

Oxfam’s Water Governance Program in Asia has multiple projects that contribute to sustainable development of water resources in key river basins, in South Asia, Mekong and the Salween basins. The Mekong Water Governance Program aims to have more inclusive, equitable water governance that reduces the impact of climate change and increases social accountability to citizens in the Greater Mekong Basin. The program envisions that communities living along the Mekong and Salween River basins are able to realise their right to sustainable livelihoods.

The Mekong Inclusion Project (IP-1), which was funded by the Australian Department of Foreign Affairs and Trade (DFAT) implemented between 2014-2020 with over AUD 9 million investment. The project has been implemented across five countries in the Lower Mekong and Salween River basins. Building on the achievements gained through the IP-1 project, the Mekong Water Governance Program is well-positioned to deliver the second phase of the Inclusion Project (2020-2024) to bring more sustainable livelihoods to riparian communities through access to river resources and the environmental services they provide. The Inclusion Project 2, with a total DFAT investment of AUD $5.4 million, is jointly delivered by Oxfam and International Rivers. The project has three key domains of change:

  1. Social inclusion, Gender equality and women’s leadership
  2. Civil society engagement and networking
  3. Government and the Private Sector

The program aims for regional impact at country, regional and institutional levels.  It is managed by the Mekong Project Management Unit (PMU).

This work seeks to influence changes at the community and civil society level, as well as changes in policies and practices at the national and trans-boundary level regarding water resource governance and sustainable energy.

JOB PURPOSE: The purpose of the position is to lead the communication function in the Mekong Water Governance Program raising the profile and sharing knowledge and learning of the Inclusion Project-2 and Strengthening Climate Resilient (SCR) in the Lower Mekong Basin. The Communication Coordinator is responsible for implementing the communications strategy and annual plan including internal and external corporate communications (regional and Head Office). The post will produce and distribute information generated by program activities through a variety of media to a wide range of internal and external audiences within Asia, Mekong countries and internationally.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource Management)

  • Develop and implement communications initiatives for the programs through the use of communications analysis and tools and ensure communications are contributing to and meeting Monitoring, Evaluation and Learning (MEL) requirements and Oxfam’s commitments particularly to gender and social inclusion.
  • Work closely with regional team members and directly with Inclusion Project and Strengthening Climate Resilience teams and partners to provide communication products on partners’ work that can help a wider audience to understand our work and how we do it.
  • Liaise with other team members to ensure compliance with local procedures and operating agreements including active participation in office meetings.
  • Ensure internal communications protocols are implemented and liaise with Oxfam counterparts regarding media needs and opportunities.
  • Monitor coverage of key Oxfam issues in regional media and track Oxfam media hits. Document success stories on regional programs to substantiate learning on the Oxfam approach to policy and programming. Coordinate the writing, editing and uploading of material and case studies for websites and social media.
  • Act as the “brand champion” ensure that all Oxfam products, communications, and actions follow brand guidelines.
  • Keep Mekong PMU management informed of region-initiated communications and media activities such as video productions and media opportunities.

Business Services

  • Support other team members and partners and personally produce blogs, written articles and other media to meet our delivery commitments to external regional websites.
  • Participate in a monthly communications team regional content calendar meeting that plans communications and targets across the region.
  • Coordinate the periodic project update and circulate to the relevant members of the program
  • Design or coordinate with printing houses to design and publish material (Brochures, reports, manuals)
  • Coordinate with local consultants in the region to translate/interpret written and oral content from English to local languages, or vice versa.
  • As a member of the communications team, coordinate and respond to information requests internally and from the public.
  • Responsible for ensuring that Oxfam Communication Policies are followed.

Representation and Relationships

  • Actively promote good communication between partners and particularly youth groups across the region
  • Support the production of partner program reports and documentation to a high quality
  • Be the focal point for coordinating program visitors particularly if related to material gathering
  • Work with local and international media to ensure program work is recognized and Oxfam and communities’ positions/challenges on water governance are clear 
  • Work with other affiliates in the region on communication materials
  • Facilitate and coordinate partner and beneficiary linkages particularly supporting networks across the region to share information and learning
  • Manage and monitor Program’s Social Media Outlets
  • Support team in producing communication outputs in line with existing Communication Strategy
  • Produce and/or coordinate production of creative multimedia content (photographs, short films, info graphics) and ensure these are properly disseminated through various internal and external outlets.

EXPERIENCE, KNOWLEDGE & COMPETENCIES

Core Competencies

  • A degree in communications, public relations, journalism, media management, political sciences, or international relations
  • At least five years relevant employment experience, preferably in the region; experience working in the water resources management/environment/energy is preferred
  • Understanding of communications strategies and demonstrated willingness to build experience
  • Excellent command of written and spoken English required plus fluency in a Mekong language(s)
  • Excellent written and oral presentation skills and ability to communicate to a variety of audiences, including the media, the public, government officials, NGOs, Oxfam, International Rivers and others
  • Strong people and facilitation skills
  • A team player, who works well in a multi-cultural environment, communicates readily and shares learning with colleagues, partners, beneficiaries and officials
  • An externally oriented person who is skilled at building and maintaining relationships
  • A sound commitment to development, human rights and social justice issues
  • Gender awareness and commitment to gender equity principles.

Preferred

  • The ability and aptitude to learn quickly
  • Creative and able to work well under pressure
  • Ability to prioritize and meet deadlines
  • Prepared to undertake travel in the region and undertake some out of hours work
  • Able to work alone but to judge when help is needed or there is an opportunity to share learning
  • Photography experience.
