Job description

It’s an exciting time to be involved in planning England’s water resources. The peak of last year’s drought is at the forefront of people’s minds, and our water supply is under continuing pressure.

It is also time to refresh our National Framework for Water Resources and ensure our future water supply is secure. First released in March 2020, the framework broke ground in planning for the nation’s water resources to be more resilient to climate change, droughts, and population growth alongside a new approach to enhancing the environment. Now we need to look at new evidence, along with lessons identified and emerging challenges, to improve water supply resilience and protect people and our environment.

The post holder will be responsible for helping with activities to review and refresh the National Framework for Water Resources. This will involve working closely with a range of internal and external stakeholders, including Defra, Ofwat, RAPID, Natural England, plus representatives from Water Companies and the energy and agricultural sectors.

The team

We set the direction for water resources planning. We advise government on long term resilience, future strategic water needs, and the management of public water supplies. Our objective is to ensure there are secure water supplies and a protected environment.

We are in the Environment and Business directorate, alongside other water management and investment teams. As the national framework develops, we envisage that a dedicated team will be established to which this role will transition.

Experience/skills required

We welcome applications from those with a good understanding of water resources, but this would also be an opportunity to learn for those outside the field. We would be very interested in hearing from you if you have some or all of the following:

• good project management skills, and experience of delivering specific projects depending on team and government/organisational priorities
• experience of environmental regulation and planning, particularly water resources planning such as licensing, environmental regulation, or sustainable abstraction
• experience in aiding reviews of statutory plans or similar
• strong communication skills, and a proven ability to build and maintain good relationships with internal colleagues and external stakeholders
• a track record of achieving results

The team is dispersed, and the successful candidate must be able to work on their own initiative while maintaining effective communication with colleagues.
