Purpose of Activity/Assignment:

The objective of this assignment is to monitor, assess, and analyze WASH programs in Andhra Pradesh, Karnataka, and Telangana, towards achieving national flagship program and SDG 6 targets. It aims to facilitate the process of monitoring progress, evaluating effectiveness, managing knowledge, and promoting learning and adaptation. In addition, the assignment requires the establishment of efficient data and knowledge management systems to provide precise information and foster continuous improvement.

Scope of Work:

Meeting the global commitment to fulfill every child’s right to water, sanitation, and hygiene is an ongoing challenge at policy, administrative, and community levels. While all three states have achieved Open Defecation Free (ODF) status in 2018 based on baseline data from 2012-2013, they are now focused on becoming ODF plus based on government of India and state guidelines by 2024. Similarly, the states have made good progress regarding coverage of WASH facilities and services in institutions such as Anganwadis, schools, and health centers. According to UDISE 19-20, more than 90% of schools were covered with functional toilets, and as per JJM MIS as of October 10, 2021, all schools are covered with drinking water at their premises.

The government of India and states have issued numerous guidelines for WASH programs, and there is potential for improvement in focusing on processes and outcomes. While financial considerations and activities drive WASH programs, there is room for greater emphasis on monitoring outputs and outcomes, as well as prioritizing Social Behaviour Change Communication interventions. Additionally, it is important to prioritize hygiene behaviour’s such as safe disposal of child feces, handwashing with soap, Menstrual Hygiene Management, and more. To achieve these goals, the departments and institutions responsible for WASH facilities and services need more skills and knowledge to achieve their goals. They should work on developing sector strategies and policies, creating useful information, training important people, tracking outcomes, maintaining Open Defecation Free status, providing safe water to rural homes, managing waste, promoting good hygiene habits, and more

Rationale

Ensuring access to water, sanitation, and hygiene for all children is a challenge at policy, administrative, and community levels. As explained above, monitoring the outcomes and impacts of WASH programs is a weak area for most government departments. While templates exist to capture outcomes, states and districts have limited focus on collecting and reporting this information. ODF Plus verification systems have yet to be institutionalized in all three states, and there is a lack of effective mechanisms to validate data shared by field functionaries or GPs. Strengthening monitoring systems can help identify vulnerable and disadvantaged groups and prioritize their needs. Therefore, an expert support is needed to assist the respective state governments in monitoring, analysing, and assessing performance in WASH, including WASH in institutions. National data systems and planned surveys will be used to monitor outcome indicators, and national surveys such as NAARS, NFHS, MICS, and DHS will be key sources of data for measuring outcomes and coverage. The professional will also contribute to the development of a strong evidence base through assessments, thematic studies, impact studies, documentation of successful case studies, and process documentation. Additionally, the expert will undertake peer reviews of proposals, program documents, knowledge documents, and advocacy briefs. Assist the partners in monitoring, analysing, and assessing performance in WASH, including WASH in institutions

Objectives

The main objective of this assignment is to support monitoring, evaluating activities and results, and knowledge management for UNICEF’s WASH sector programs. The related objectives are:

  • Lead and direct M&E efforts to achieve goals, objectives, and targets of UNICEF’s WASH sector programs.
  • Monitor and evaluate performance and results of the Partnership and programs, and report results to donors and UNICEF national office.
  • Develop a knowledge management strategy for the partnership and ensure implementation of a shared platform.
  • Generate reports on results and achievements for sharing with donors and governance bodies.
  • Capture impact stories for wider dissemination.

Major tasks to be accomplished:

The main objectives to be achieved involve carrying out various tasks under the guidance and direction of the WASH Officer. The primary aim of these tasks is to assist in ensuring the successful delivery of the results outlined in the Rolling Work Plan for CEP and allied sectors from June 2023 to December 2024.

Prepare progress reports, work plans, situation analysis reports, donor reports:

It is required to prepare biannual progress update reports, annual reports, strategy notes, situation analysis reports, and other relevant documents as requested by the HFO and UNICEF Delhi office. To accomplish this, it is necessary to work closely with the WASH team to access and analyse data and project information periodically. Based on the gathered information, various reports and work plans need to be prepared, taking into account the comments of UNICEF staff and adhering to an agreed schedule.

Provide support to UNICEF-supported programs in effective implementation and achievement of results.

Assist UNICEF-supported programs in achieving their objectives by providing effective support in implementation and results. This includes working closely with partners to ensure project proposals are aligned with UNICEF’s work plans and reviewing project documents. Conduct a review of existing publications and emerging sector issues to develop and publish a Snapshot on key WASH issues. Pilot innovative interventions by conducting rapid assessments, developing strategy notes and proposals, building capacity, and monitoring progress. Provide support for the development and review of project proposals and documents, while ensuring alignment with UNICEF work plans. Undertake peer reviews of proposals, program documents, knowledge documents, and advocacy briefs to ensure quality and effectiveness.

Create a strong evidence base for WASH advocacy with government by designing and facilitating assessments, thematic and impact studies

Help build a strong evidence base for WASH advocacy with the government through designing and facilitating assessments, thematic studies, and impact studies. Provide assistance to research institutions, consulting firms, and experts engaged by UNICEF in conducting these tasks. Aid UNICEF in identifying and selecting assessments, developing terms of reference, reviewing methodologies, training partner staff, coordinating efforts, ensuring data quality, and reviewing reports. Collect and analyse data from various sources for different subsectors of WASH and support the collection and analysis of data from national surveys such as NAARS, NFHS, MICS, and DHS to monitor outcome indicators. Also, provide technical guidance to governments on emerging sectoral issues to aid in policy and strategy development.

Input into policy documents, strategies, guidelines, tools, and frameworks for UNICEF’s WASH sector programs:

The responsibility includes developing various knowledge products such as policy documents, strategies, guidelines, tools and frameworks, and advocacy briefs, based on the demand from partners and emerging issues and bottlenecks for high-end advocacy. To achieve this, close collaboration with the WASH team and states is required for the assessment of emerging issues, gaps in existing policies, strategies, guidelines, and key bottlenecks. Meetings with UNICEF staff need to be conducted to gather inputs for developing draft advocacy briefs, relevant tools, frameworks, and resource material. Based on these findings and needs, new knowledge products need to be developed, or existing knowledge products and advocacy-related briefs should be strengthened. Additionally, participation in team and partners review meetings is essential.

Strategic assistance in capacity building of WASH team and partners in M&E, and Knowledge management.

The expert will assist the WASH team and partners in two crucial areas: monitoring and evaluation (M&E) and knowledge management. S/he will create and implement M&E frameworks and tools to enable the team to collect, analyse, and use data to monitor project performance and make informed decisions. Additionally, the expert will enhance the team’s capacity to track progress towards project goals and outcomes. Moreover, the expert will improve the team’s ability to capture, document, and share project knowledge and learning. This involves developing a knowledge repository and effective systems to store, manage, and disseminate WASH data and information. The expert will advise on best practices in knowledge management and encourage learning by facilitating communities of practice within the team and among partners
