Le Geneva Water Hub sollicite des candidatures pour un poste de chercheur/euse (“collaborateur/trice scientifique 1”) de deux ans Ă 100%, Ă partir du 1er aoĂ»t 2023.
Le Geneva Water Hub (GWH), un centre de compĂ©tence sur l’eau et la paix, hĂ©bergĂ© par l’UniversitĂ© de GenĂšve et l’Institut universitaire de Hautes Ătudes Internationales et de DĂ©veloppement, a Ă©laborĂ© en 2019 les Principes de GenĂšve sur la protection des infrastructures hydrauliques. Les Principes de GenĂšve sont un document de rĂ©fĂ©rence prĂ©parĂ© Ă l’usage des parties aux conflits armĂ©s, des organisations internationales et d’autres praticiens travaillant dans des contextes de conflits armĂ©s, y compris dans des situations prĂ©- et post-conflit. Suite Ă ce document, en 2021, le GWH a produit un principe supplĂ©mentaire sur les « cyberopĂ©rations » en annexe aux Principes de GenĂšve. En 2023, le GWH a publiĂ© une Ă©tude des cadres juridiques nationaux liĂ©s Ă la protection de l’eau pendant les conflits armĂ©s.
L’un des principaux objectifs du programme de recherche du GWH est de dĂ©velopper la comprĂ©hension du contenu et de l’Ă©tendue des normes protĂ©geant l’eau pendant et aprĂšs les conflits armĂ©s en s’appuyant sur l’analyse de divers domaines du droit international, notamment le droit international humanitaire, les droits de l’homme et le droit international de l’eau. Dans sa prochaine phase, le GWH souhaite Ă©largir la portĂ©e de ce programme de recherche, y compris par l’examen d’Ă©tudes de cas et le concept d’impacts Ă cascade liĂ©s aux attaques directes ou indirectes contre les infrastructures hydrauliques sur la santĂ© de la population civile.
Les tĂąches du/de la collaborateur/trice scientifique comprendront :
- Le développement du programme de recherche de maniÚre indépendante et sous la direction du directeur du programme et du spécialiste juridique principal.
- Le développement des publications scientifiques de maniÚre indépendante et en collaboration avec le staff du Geneva Water Hub.
- La participation aux réunions du GWH et de ses partenaires.
- La particpation active Ă l’organisation de confĂ©rences scientifiques et d’ateliers pour valider les rĂ©sultats du programme de recherche.
- L’Ă©laboration des propositions pour de projets de recherche.
- Le maintien et le développement de la collaboration avec les partenaires clés.
Titre et compétences exigés
- Master ou doctorat en droit ou relations internationales.
- Connaissance approfondie du droit international humanitaire et du droit des droits de l’homme.
- IntĂ©rĂȘt avĂ©rĂ© pour le thĂšme de l’eau et de la paix dans les contextes humanitaires.
- IntĂ©rĂȘt pour le droit international de lâeau douce.
- Au moins une publication scientifique en droit international humanitaire et/ou en droit des droits de l’homme.
- IntĂ©rĂȘt pour la recherche et la gestion de programme.
- Aisance dans les relations humaines et capacité à travailler avec des publics trÚs variés.
- IntĂ©rĂȘt Ă collaborer avec une Ă©quipe de chercheurs/euses multidisciplinaire et internationale.
- Excellentes compétences en communication verbale et écrite.

Job description
The Geneva Water Hub solicits applications for a two-year research position (âcollaborateur scientifique 1â) at 100%, starting 1st August 2023.
The Geneva Water Hub (GWH), a competence center on water and peace, hosted at the University of Geneva and the Graduate Institute, developed the Geneva Principles on the Protection of Water Infrastructure in 2019. This is a reference document prepared for the use of parties to armed conflicts, international organizations, and other practitioners working in the contexts of armed conflicts, including in pre- and post-conflict situations. Following this document, in 2021, the GWH produced an additional principle on âCyber Operationsâ as an Annex to the Geneva Principles. In 2023, the GWH published a study of national legal frameworks related to the protection of water during armed conflicts.
One of the key goals of the research program of the GWH is to develop the understanding of the content and the extent of norms protecting water during and after armed conflicts relying on the analysis of various areas of international law, including international humanitarian law, human rights law and international water law. In its next phase, the GWH wishes to expand the scope of this research program including an examination of case studies and the concept of reverberating impacts of direct or indirect attacks against water infrastructure on the health of the civilian population.
The tasks of the scientific collaborator will include:
- Develop the research program independently and under the direction of the program director and the lead legal specialist
- Develop scientific publications independently and in collaboration with the staff of the Geneva Water Hub
- Participate in meetings of the GWH and its partners
- Participate actively in the organization of scientific conferences and workshops to validate the findings of the research program
- Develop research grant proposals
- Maintain and develop the collaboration with key partners
Title and skills required
- Master or PhD in law or international relations.
- In-depth knowledge of international humanitarian law and human rights law.
- Proven interest in the topic of water and peace in humanitarian settings.
- Interest for international water law.
- At least one scientific publication in international humanitarian law and/or human rights law.
- Interest in in research and program management.
- Ease in human relations and a sense of working with a wide variety of audiences.
- An interest to collaborate with a multi-disciplinary and international team of researchers.
- Excellent verbal and written communication skills.

1st August 2023 or date to be agreed.
