The Wisconsin DNR is hiring an LTE – Water Resources Management Specialist and LTE Natural Resources Program Coordinator located in Green Bay, Wisconsin.
This dual LTE appointment is comprised of two 20-hour positions for an expected work schedule of 40 hours per week. The intention is to hire one candidate on both positions. See below for more information on the positions.
Position Summary
Position 1,
Water Resources Management Specialist Senior
This position coordinates and collaborates with DNR staff, local, state and federal partners for implementing watershed restoration practices to improve surface water quality in the East District. This position will be responsible for facilitating development of additional watershed plans (9Key element) leading to implementation of best management practices in TMDL areas. Develop land use and pollutant models (STEPL, SNAP Plus) for estimating baseline pollutant loads and for establishing projected reduction loads for proposed best management and conservation practices for non-point source pollution abatement. The position will collaborate with Water Quality staff, other DNR programs, and partners for planning, evaluating, tracking, and reporting on implementation progress. The position will be responsible for developing and implementing surface water quality monitoring plans in collaboration with Department biologists and external partners and will assist with data collection, data analysis and interpretation in targeted areas.
40% – Watershed Restoration Implementation
Support county staff, local government and partner ‘s with implementing practices in 9KE plan areas. Support implementing Lake and Watershed practices through various means. Identify funding sources and assist partners with grant applications.
40% – Watershed Restoration Implementation Reporting
Develop evaluation metrics and report implementation progress. Gather data from partners and ensure proper tracking and reporting.
15% – Watershed Restoration Planning and Development
Support counties and others developing 9 Key Element plans with interpreting TMDL, pollutant load and water quality data to support plan development. Identify funding sources and assist counties, NGOs and other and local organizations with grant applications, project scopes and other items needed to support plan development.
5% – Perform other position-related duties as assigned
Position 2,
Natural Resources Program Coordinator Senior
The position will coordinate the existing citizen monitoring program in the Upper/Lower Fox and Wolf River TMDL areas of East District and work to develop a citizen monitoring program within the Lakeshore TMDL areas. Responsibilities include recruiting, training, educating and assisting volunteers to accomplish the volunteer monitoring program goals. These goals include the collection of accurate and reliable water quality data; engaging the public in citizen science and bringing awareness of water quality issues throughout the area; assisting the biologists and TMDL coordinators evaluate long-term effectiveness of the implementation within the TMDL areas of East District; and delivering information about management practices that are most beneficial to water quality.
35% – Coordinate the surface water volunteer monitoring programs in the Lower Fox, Upper Fox, Wolf by recruiting, training, and educating citizen volunteers. Manage program to ensure consistent, accurate, and reliable data is collected to support TMDL education and implementation efforts.
30% – Develop and then coordinate a surface water volunteer monitoring program within the Lakeshore TMDL area. Manage program to ensure consistent, accurate, and reliable data is collected to support TMDL education and implementation efforts.
20% – Develop and provide outreach materials regarding the various citizen monitoring programs, TMDL Implementation, and water quality conditions to various groups. Provide presentations, news articles, social media posts, etc….
10% – 4. Prepare annual reports with water quality results and develop educational materials that support the growth of the program and demonstrate the successes of the TMDL program.
5% – Perform other position related duties as assigned
Salary Information
These positions pays between $18.00-$20.00 per hour and are in pay schedule and range 15-03.
For current and eligible former State employees, compensation will be set in accordance with the State Compensation Plan.
Job Details
This is a Limited Term Employment (LTE) position. LTE positions do not automatically lead to permanent state employment or enjoy the same benefits as permanent employees; however, these positions do offer valuable work experience and an opportunity to learn more about career opportunities with the Department of Natural Resources and the State of Wisconsin.
LTE employees are limited to working 1039 hours per position within a twelve-month period.

Qualifications
Required:
– Knowledge of principles of water chemistry, hydrology, aquatic habitat and quality assurance of data collection
– Ability to establish and maintain effective team working relationships with co-workers, supervisors, public officials, advisory committees and members of the general public
– Skill in project Management experience in leading, initiating and managing projects with minimal supervision
– Skill in written and oral communication including using social media and other forms of media to communicate with diverse Audiences
Preferred:
– Knowledge and experience with implementing watershed projects and NPS BMPs, agriculture management and urban runoff and watershed planning.
– Knowledge of federal Clean Water Act requirements for Total Maximum Daily Load development and implementation of Nine Key Element Plans.
– Knowledge of Wisconsin’s agricultural and urban management program as it relates to the development and implementation of TMDLs
– Knowledge of data entry, retrieval, and management in the SWIMS and WATERS Database
