 Background Information – Job-specific

The Water Team supports the development of water and wastewater infrastructure, water supply, and institutional governance across the West Bank and Gaza. The team, led under the guidance of the Director of Water and Telecom, has expertise in water engineering, project management, economics, data analysis, and GIS software. These expertise are utilized across a variety of work streams including advocacy, coordination amongst the parties, research, analytical products, and technical support. 

The  Senior EDA will play a leading role in drafting the Water Team’s reporting and progress updates. Secondary tasks include communication support, qualitative research and editing of the team’s outs. Other ad hoc tasks may arise, and the Senior EDA is expected to show flexibility and willingness to adapt.

Functional Responsibilities

Specifically, the Senior EDA will contribute to the following areas:

  1. Writing and editing

Lead the drafting, editing, and coordination of documents as per the OQ’s reporting requirements, including:

  • Annual report
  • Biannual AHLC report
  • Quarterly reports
  • Asks and key notes
  • Donor proposals, reports, and log-frames
  • Internal strategy
  • Terms of Reference for procurement services and other documents as required

Edit and provide feedback across a range of technical papers, reports, briefs, and memos.

  1. Communication Support
  • Develop communication materials, including the drafting and proofreading of emails and letters.
  • Support the Director and other colleagues in preparing/updating materials for meetings with external stakeholders.
  • Work with colleagues to develop/update presentations to deliver key messages and outputs from the OQ’s analytical products.
  • Maintain and update materials for the OQ website and social media platforms.
  • Maintain and update the Water Team strategic documents for communication with external stakeholders and donors.
  • Coordinate with water team members, and within the office where necessary, on input needed for different materials required under point 1 of Scope of Work.
  1. Research
  • Perform qualitative research, including literature reviews and analysis, to support the Water Team in producing research documents and position papers.
  • Collect data, case studies, and best practices, to assist the team in the development of analytical products.

The work is of a highly confidential nature and the Senior EDA must maintain the highest standards of confidentiality.

To be considered for this position, the Senior EDA must sign and be able to comply with an OQ confidentiality agreement and an OQ code of conduct, based on standards of professionalism and impartiality.

Education/Experience/Language requirements

Education:Bachelor’s Degree as a minimum in international relations, political science, economics, business administration, public relations, project management, engineering or related fields. A masters degree in a relevant field may be considered as a substitute for two years of experience.
Work Experience:Minimum of 5 (five) years relevant work experience in developing proposals, plans, and reporting is required.Knowledge in the water and wastewater sector is an asset.
Skills and Abilities: 





A major component of this role will involve writing, editing, and proofreading in English.

Highly skilled at writing in clear and concise prose is highly desired.Highly skilled at editing and providing detailed, useful comments  is highly desired.Team player, ability to learn quickly, and handle multiple tasks at once.Competence with Microsoft office  is highly desired.Familiar with donor reporting formats including log-frames is a plus.Understanding of local political and economic context is a plus.
Language Requirements:Excellent command of written and spoken English.Knowledge of Arabic and/or Hebrew is an asset.

Contract type, level and duration

The contract for this position will be issued by the United Nations Office for Project Services (UNOPS) on behalf of its Client the Office of Quartet pursuant to an agreement between both parties whereby the successful candidate’s contractual rights and responsibilities will be managed by the Office of Quartet (OQ) office and not by UNOPS.
