Summary of Functions

Reporting to Sr. Advisor, Engineer, or Sr Manager, Integrated Water Management, this position is responsible for the development and implementation of programs and projects that further CVC’s objectives in the area of integrated water management, watershed restoration and sub watershed management. Additionally, this job is responsible for helping to coordinate the implementation of innovative solutions and technologies for improving watershed health as well as supporting CVC’s strategic plan.

Eligibility Requirements

  • Post-secondary education in water resources, environmental sciences/studies, engineering, geography, landscaping/horticulture and/or related discipline

Experience

  • 3 years of experience related to the major tasks
  • Practical experience in the coordination, development, and delivery of contract work

Knowledge, Skills and Ability

  • Microsoft Office Suite, Adobe InDesign, Autocad, ArcGIS
  • Solid background in environmental sciences, water resources, storm water management, and pollution prevention techniques
  • Strong analytical, negotiation, communication, presentation and organizational skillsets
  • Research, authoring, editing and strong ability to synthesize technical information
  • Excellent verbal and written communication skills
  • Excellent critical thinking skills and willingness to work outside of the box
  • Excellent interpersonal, teamwork and collaboration skills with a variety of individuals, professionals, industry or business associations, community groups, municipal partners and elected officials

Summary of Major Tasks

Municipal Service Level Agreements: Technical Project Planning Implementation, Inspection, Maintenance and Monitoring

  • Coordinate and deliver municipal engineered green infrastructure (GI)/low impact development (LID) programing as detailed in municipal service level agreements
  • Inspect, assess condition, and inventory built engineered GI/LID within road rights-of-way and municipal properties
  • Coordinate and execute the monitoring and documentation of engineered GI/LID project performance
  • Coordinate and deliver plan review for municipal engineered GI/LID projects
  • Coordinate and execute desktop analysis using GIS, Autocad, PCSWMM and/or other software
  • Coordinate and verify consultant and contractor work for the implementation of GI/LID projects for invoicing purposes.

Work Planning, Partnership Building and Internal Integration

  • Liaise and coordinate externally with CVC partners to support the delivery of various CVC program objectives
  • Represent IWM’s and CVC’s goals and objectives at project meetings and internal/external committees
  • Coordinate and support the development and refinement of work plans
  • Coordinate staffing requirements to support delivery of work plan deliverables
  • Ensure tracking and records of staff time, communication, and financials are kept current, complete and managed with program partners and internally within CVC
  • Liaise and coordinate internally across multiple departments with CVC staff to coordinate the delivery of program/project objectives
  • Identify opportunities to leverage expertise, funding, and resources to avoid duplication and expand CVC’s reach with relationship development

Coordination and delivery of contract work

  • Coordinate development of proposal, MOU, contract or service level agreements between CVC, partners and clients
  • Ensure project responsibilities, objectives and deliverables outlined in the agreement between CVC and clients are being met by both parties
  • Coordinate development, coordination, and delivery of client work plans
  • Support and coordinate cross promotional activities of clients and partners
  • Coordinate and track CVC staff time, communication for client contracts
  • Develop, coordinate, issue and track invoices to clients and/or partners and accounts received

Knowledge Transfer & Translation

  • Develop and deliver engineered GI/LID training to municipal staff building municipal capacity to meet regulatory requirements (ie. CLI-ECA)
  • Coordinate and facilitate knowledge transfer amongst project partners to ensure ongoing operation and maintenance of GI/LID projects
  • Seek opportunities to share knowledge with watershed municipalities to support adoption of GI/LID practices
  • Coordinate and support delivery of training, webinars, tours and workshops hosted by the STEP Water Partnership
  • Record and edit webinars
  • Develop and coordinate new training content (tours, webinars, e-learning, courses)
  • Where appropriate, act as a STEP Water Instructor for various GI/LID training courses or specialized training for municipal capacity building
  • Author, coordinate and edit project reports, case studies and guidance documents
  • Coordinate, author and edit the inclusion of GI/LID guidance on STEP’s wiki LID Planning and Design guide

Sustainable Funding

  • Evaluate and apply for funding that supports project deliverables
  • Develop funding proposals
  • Coordinate and lead grant administration including development of activity and financial reports and case studies for reporting purposes
