Result of Service
The Coordinator of Interinstitutional Relations and Participation Process for Argentina’s NDC Action Project will support the achievement of the expected Outcomes and Outputs of the NDC Action Project in Argentina. This will include supporting the NDC National Coordinator for Argentina in the implementation of the NDC Action Project to strengthen the national capacities, promoting the participation of the different sectors and stakeholders in the achievement of the expected Outcomes and Outputs of the NDC Action Project.

Ultimate Result of the Service:

• The project meets its objectives and achieves expected outcomes in the project document, with the required quality standard, within the specified time and cost limits, via day-to-day project operations.

• Periodically updated according to work plans and budgets in coordination with then NDC National Coordinator;

• Coordinate the technical activities of the NDC Action related to the National Climate Change Cabinet –NCCC- (sectoral and transversal roundtables).

• Prepare and coordinate the technical development of the necessary products for the preparation of workshops and face-to-face meetings related to the technical activities of the Project.

• Coordinate, monitor and provide technical inputs to reports, technical summaries and/or any other documentation (presentations, documents, training material, databases, graphs, tables, etc.) requested.

• Report with technical products resulting from the coordinated work of the NDC action project.

• Technical documents, standards, procedures, manuals, presentations, minutes and reports related to the technical activities of the NDC Action related to NCCC.

• Report with main conclusions from meetings with the NDC Action project team of the Ministry of Environment and Sustainable Development.

• The different activities of the External Advisory Body were systematized.

• The identification of various social actors and NGOs were identified.

• The identification of key actors for the Long- Term Strategy, both from the private and public sectors, was developed.

Activities Overview:

• Ensure day-to-day project operations.

• Be responsible on a regular and collaborative basis in procurement duties for all project activities.

• Prepare workshops and trainings related with the project.

• Prepare with the NDC National Coordinator inputs for the workshops and meetings.

• Collaborate with the NDC National Coordinator with the procedures of the project including the preparation reports, accountability and financial report.

• Collaborate with the NDC National Coordinator in procurement processes associated with travels and training.

• Keep up-to-date on documents/reports/guidelines for procurement requirements from UNEP and UNEP-CCC and the local government.

• Collaborate with the development and proposal of implementation for the Long- Term Strategy, identification of synergies with other agendas, institutional and normative arrangements, among others.

• Strengthen subnational level through the development of training, support and preparation of guidelines, and carry out roundtable discussions to develop Subnational Climate Change Action Plans.

• Elaborate inputs for the participation and institutional relations strategy of the National Climate Change Cabinet –NCCC-

• Follow up and give technical advice on the development of the participation strategies from the Subnational level.

• Strengthen and collaborate in the design of methodologies for the continuous improvement of public-private articulation process in the different work instances of the National Cabinet on Climate Change.

• Elaborate the chapter of participation and institutional relations of the External Advisory Body.

• Support and coordinate the meetings and technical discussion of the External Advisory Board (Consejo Asesor Externo) for the implementation of the national NDC regarding the objectives of the project.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

The project entitled “NDC Action – Facilitating implementation of climate-resilient and low-carbon development aligned with national and global goals” will be implemented in Argentina by United Nations Environment Programme (UNEP) and the Copenhagen Climate Center (UNEP-CCC)in close collaboration with identified national institutions.

To achieve the adaptation and mitigation goals of the Nationally-Determined Contributions (NDCs), countries need to translate their broad NDCs into specific actions. NDCs typically list these actions, but the descriptions often lack specificity and details and are generally weak on institutional arrangements and transparency. By translating each NDC into sectoral portfolios of policies and programmes, the project will bridge the gap between the content of the NDCs and the information and capacity required for their implementation.

Aligning with Argentinas´s own NDC priorities, the NDC Action Project bridges this gap. The project will secure a multi-stakeholder and high-level engagement; provide the technical support to strengthen the capacity of Line Ministries and Sub-regional government bodies responsible for NDC implementation; support development of a portfolio of sectoral policies and programmes for two priority sectors selected in each country; support development of investment plans in these sectors; and facilitate experience-sharing, both among the partner countries and beyond.

Key elements of the programme include the strengthening of NDC relevant institutions and multi-stakeholder consultation mechanisms, the preparation of a portfolio of policies and programmes for two prioritized sectors in the country, the mainstreaming of NDCs into climate-friendly investment plans and the support for the development of finance-ready proposals, as well as sharing of lessons learnt across sectors, countries, and regions.

NDC Action Project supports countries to accelerate NDC implementation in the following ways:

• Build on partner countries’ existing NDC coordination mechanisms and reinforce them where needed;

• Support partner countries translate their NDCs into sectoral strategies and actions, including climate-friendly investment plans, ready for financing and implementation;

• Build institutional capacity among the ministries and multi-stakeholders through training programmes to lead to concrete investments in two priority sectors selected by each partner country;

• Facilitate peer-learning at the regional level among partner countries and beyond to foster the uptake of proven policies, programmes, and financing schemes for accelerated NDC implementation.

In this sense, UNEP LACO is looking for a Coordinator of Interinstitutional Relations and Participation Process for Argentina’s NDC Action Project, who will support the project coordination in accomplishing the project objectives with technical tasks.

The Coordinator of Interinstitutional Relations and Participation Process, will contribute to the achievement of the expected Outcomes and Outputs of the NDC Action Project in Argentina. This will include supporting the NDC National Coordinator for Argentina in the implementation of the NDC Action Project to strengthen the national capacities, promoting the participation of the different sectors and stakeholders in the achievement of the expected Outcomes and Outputs of the NDC Action Project.

The consultant will be based in Buenos Aires, Argentina in the Ministry of Environment ’s offices in Buenos Aires, Argentina. The incumbent will work 40 hours per week, from Monday to Friday, full time, and will be supervised by the Head of the Climate Change Unit for Latin America and the Caribbean of UNEP.

Qualifications/special skills
ACADEMIC:

• Bachelor’s degree in Environmental Science, Political Science, Social Science or other university degree relevant to climate change, environment and national development (required);

• Post-graduate in environmental policy, development, economics, or socio-economic related field is desirable.

PROFESSIONAL:

• At least 2 years of professional experience related to institutional relations and public participation involving both public and private sector actors (required).

• Knowledge of environmental topics and/or climate change issues in particular (required).

• Experience working in the public sector (desirable).

• Professional experience in budget management and reporting of projects with progress and quality indicators (desirable).

• Demonstrates understanding of administrative and financial processes of the Ministry of Environment and Sustainable Development (desirable).

• Knowledge on social, economic and regulatory instruments to promote actions towards low-carbon and resilient economies under the Paris Agreement – LTS (desirable).

LANGUAGE:

• Fluency in Spanish is required.

• Confident in English (required);
