Background:

Good Neighbors is an international humanitarian development Non-Government Organization (NGO) founded in Korea in 1991 to make the world a place without hunger, where people live together in harmony. Currently Good Neighbors is working in 192 communities in 40 countries with the focus on inclusive community development approach and child protection.

Good Neighbors Romania was established in 2022 and is expanding its activity to respond to the humanitarian crisis in Ukraine. This position is funded by Good Neighbors Japan and the selected Project Officer will be in charge of the program(s) implemented by Good Neighbors Japan (GNJP), with close coordination with Good Neighbors Romania (Vecinii Buni).

Under the supervision of Program Manager and Program Coordinator of GNJP, the Senior Project Officer will support the design, implementation, monitoring and evaluation of the Rehabilitation of Water Supply Facilities in the War-affected Rural Areas of Mykolaiv Oblast, Ukraine. The Senior Project Officer will be responsible for coordination, supervision, and support for staff of the implementation partner(s) and the engineer. S/he will also work in close collaboration with other team members and other concerned government organizations, local partners, and other humanitarian agencies to ensure that our activities supplement and contribute to humanitarian response in Ukraine.

Major responsibilities:

  1. Assist Program Manager and Program Coordinator in the design, implementation, monitoring and evaluation of the Rehabilitation of Water Supply Facilities in the War-affected Rural Areas of Mykolaiv Oblast, Ukraine;
  2. Conduct regular visits to the project sites (at least twice a month), project partner(s), engineer, and local authorities in Ukraine to monitor and analyze the progress of the project;
  3. Collect and analyze the security information of Ukraine on a daily basis and report to Program Manager and Program Coordinator;
  4. Build relationships with international organizations, NGOs, and other related organizations;
  5. Coordinate and collaborate with all stakeholders for the programs, including beneficiaries, water supply engineer, Good Neighbors groups, local partners, local government agencies, and international organizations;
  6. Participate in local working groups/clusters and other related groups to develop community partnerships;
  7. Prepare necessary documents for the design/implementation/monitoring/evaluation of the programs and partnership development;
  8. Conduct translation and interpretation from Ukrainian and Russian to English and vice versa for program activities as required;
  9. Gather necessary data and analysis on the project activities and documentation;
  10. Public relations including research and collection of its materials;
  11. Develop new donors, conduct research and assist in formulating new projects;
  12. Other tasks instructed by the Program Manager and Program Coordinator.

Job requirements:

  1. Bachelor’s degree in Engineering or related field. Master’s degree preferred.
  2. Minimum of 5 years of professional experience, with at least 3 years of experience in the field of water supply. Previous experience in humanitarian context and good understanding of International Non-governmental Organization (NGO) is an asset.
  3. Excellent interpersonal and communication skills.
  4. Excellent written and oral communication skills in English, Ukrainian, and Russian.
  5. Ability to write reports and business correspondences for humanitarian emergency and development contexts.
  6. Excellent organizational and time management skills.
  7. Strong knowledge of local language and culture.
  8. Ability to work comfortably, proactively, and effectively, both at own initiative and under direction of Program Manager and Program Coordinator. Ability to manage and prioritize workload and solve problems quickly with support of Program Manager and Program Coordinator.
  9. Capacity, flexibility, and willingness to accommodate work in challenging and insecure situations.
  10. Experience of working with refugee/marginalized communities is an asset.
  11. Good working knowledge of MS Office and other IT systems.

Working hours:

  • Standard working hours: 9:00 – 18:00
  • A reasonable degree of flexibility is expected where required.
