DUTIES AND RESPONSIBILITIES

Under the direct supervision of the Chief, Hydrological and Water Resources Services Division, the incumbent will perform the following duties :

(a) Assists in the development, implementation and evaluation of activities related to the Flash Flood Guidance System with Global Coverage (FFGS/WGC) assisting WMO Members to develop and deliver FFGS products and services; assists in reviewing relevant documents and reports; and in identifying problems and issues to be addressed and in proposing corrective actions; liaises with relevant parties; identifies and tracks follow-up actions;

(b) Supports the WMO Focal point for all work pertaining to the Standing Committee on Hydrological Services (SC-HYD) across its activity areas, in particular to support the development and establishment of Regional Hydrological Centers. providing flash flood guidance; and to support the implementation of the FFGS sustainability strategy;

(c) In cooperation with relevant colleagues, supports the process of developing and mobilizing resources for new projects in hydrology originating from the requests presented by Members in the Regional Hydrological Fora and assists in the coordination for reviewing and ensuring synergy across the extrabudgetary projects in aspects related to hydrology at the Regional level., and compliance with the WMO norms, standards and practices pertaining to hydrology;

(d) Assist in the provision of support to the Hydrological Coordination Panel (HCP) and in the coordination with counterparts from the Infrastructure Commission and the Research Board on hydrological matters, particularly reflecting needs and capabilities in FFGS activities from the Regional Associations;

(e) Contributes to the monitoring and evaluation of the Annual Operating Plan (AOP) for Strategic Objective (SO) 1.3 “Further develop services in support of sustainable water management” and participates in the rolling review for SO 1.3;

(f) Liaises with the Technical Support Units of the Associated Programme on Flood Management and the Integrated Drought Management Programme, liaising with key partners such as the Global Water Partnership to complement FFGS activities with aspects of Community Based Flood Management;

(g) Assists in regular data collection and analysis, as well as in reporting and in public outreach pertaining to FFGS/WGC;

(h) Provides support to the preparation of documents and materials for various WMO constituent bodies;

(i) Carries out other relevant duties as required.

QUALIFICATIONS

Education
Master’s degree or equivalent in operational hydrology, water resources management, engineering, geography, natural sciences or a discipline relevant to flood risk management, early warning or disaster risk reduction. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree. A Step 3 FFGS Training Certificate is required.

Experience
A minimum of two years of progressively responsible experience in projects or programmes related to hydrology, integrated water resources management, early warning systems, flood risk management or disaster risk reduction. Understanding of WMO Programmes and activities as well as experience participating in WMO bodies would be an advantage

Other requirements
Sense of responsibility, initiative, good judgement, originality of ideas and an ability to work independently and in a team. Ability to assist expert teams in drafting publications (manuals and guidelines). Excellent communication, interpersonal and analytical skills. Excellent knowledge of Microsoft Office applications. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)

The Secretary-General may appoint a candidate at a grade below the advertised grade of the post, with the possibility of promotion to that grade within three years of appointment, subject to satisfactory appraisal of performance.
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.

SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 50377

Annual post adjustment on initial salary is: US$ 37884 (in addition to the net base salary)
