ROLE PURPOSE:

The WASH Officer will be responsible for design, implementation, follow up and evaluation of WASH infrastructure construction and rehabilitation in communities targeted by Save the Children in addition to conducting technical assessments, technical monitoring and supervision, and providing technical advice to contractors, beneficiaries and communities.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

CHILD SAFEGUARDING:

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

SCOPE OF ROLE:

Staff reporting to this post: WASH Technicians & Volunteers

Role Dimensions: Communication with municipalities, union of municipalities, public administrations, other NGOs and stakeholders who are partners in the implementation of common projects.

KEY AREAS OF ACCOUNTABILITY:

Program implementation/management:

  • Cross checking and supervising the responsibilities related to distribution and other partner/projects tasks.
  • Create and maintain updated monitoring and referencing sheets.
  • Collaborate with the MEAL Department to ensure appropriate and timely reporting.
  • Ensure appropriate monitoring and evaluation systems are in place, support staff in all monitoring processes and provide monthly and weekly reports on progress.
  • Educate and disseminate proper information and training for assessments conducted pre and post distribution.
  • Support the WASH staff in the daily tasks and information dissemination on prevention and control.
  • Be responsible for technical part of WASH and IPC materials.
  • Conduct technical assessments of WASH related projects including existing facilities.
  • Develop technical proposals and Bills of Quantities (BOQ) and cost estimates including material, labour, and transportation requirements for all WASH related works.
  • Prepare technical drawings, where required.
  • Planning, organization and follow up of the community mobilization in target communities on issues related to of construction, operation, and maintenance of WASH facilities.
  • Be responsible to establish the technical aspect of the internal purchase order and tender documents for construction and rehabilitation of WASH facilities.
  • Site management: general supervision of contractors and save the children staff under his management, ensuring the safety of construction sites and community participation.
  • Validate the progress and quality of work of the contractors and make the connection with the administration and logistics to ensure their payments.
  • Design, implementation, and organization of training for construction of small WASH facilities at household level.
  • Follow up logistics / budget management / site supervision in case of direct intervention of Save the Children for small scale works (rehabilitation of water points or latrines etc …)
  • Follow-up of activities of local partners of Save the Children (such as local NGOs or governmental agencies) in the field of WASH facilities construction and participate in their capacity building.
  • Executes the specific inspections on materials, equipment, and construction/installation activities on site.
  • Issues the relevant Quality Records and, when necessary, write and send to Program Manager non-conformances reports.
  • Perform regular quality assessments on all incoming materials & kits from vendors / donors, reject & report all products and materials that fail to meet quality expectations & standards, document inspection outcomes by completing detailed reports and performance records.
  • Conduct regular visits to beneficiaries & sites.
  • Monitor and control the warehouse in/out quantities by keeping a record and update it regularly.
  • Provide the WASH Technicians / Volunteers with the required resources to maximize the distribution.
  • Contribute to the monitoring and evaluation of activities by collecting appropriate data from selected beneficiaries, using pre-made questionnaires.
  • Conduct regular site visits to supervise and/or monitor progress and quality.
  • Ensure the integration of gender, child protection, HIV, environment and other crosscutting issues to the design, implementation and development of WASH construction activities, and ensure that activities take into account the needs of specific groups and individuals, especially children, the elderly and disabled.
  • Plan and be responsible for the weekly reporting of data to follow up the standard project and strategic indicators (number of beneficiaries, number and type of activities completed)
  • In collaboration with the WASH PM, identify capacity building requirements of WASH staff and deliver technical trainings including for partner’s staff.
  • Supervise and coach all direct reports and conduct regular performance reviews for all direct reports.
  • Develop personal monitoring plans (including concrete objectives) for each direct report.
  • Support supervision, coaching and performance management of all WASH staff.
  • Create and Review SOP’s for distribution, isolation centres and relevant subjects.
  • Coordinate with Supply Chain Department for necessary items, quality checks, distributions, and availability of needed supplies.
  • Coordinate with HR to ensure all Technicians & Volunteers undergo appropriate training, learn, and abide by all SCI policies and procedures.
  • Coordinate with Finance to ensure all volunteers receive reimbursements in a timely manner.
  • Organize and follow up with items and deliveries from and to isolation centre.

Team management and capacity building

  • Conduct awareness sessions on Save the Children’s Feedback Mechanism System and encourage its use.
  • Conduct trainings for technicians and volunteers on project implementation and changes.
  • Check that technicians and volunteers are receiving the relevant trainings and refresher sessions.
  • Make sure that the technicians and volunteers are giving a good image of Save the Children Lebanon during their presence in the field.

Partnerships management

  • Frequent participation in meetings and group sessions between stakeholders and partners that are involved in the implementation of the same or similar projects.
  • Coordinate and communicate with other partners to implement common projects according to the scope of work and according to the satisfaction of stakeholders.

External relationships/Representation

  • Assure good representing of Save the Children Lebanon in isolation centres, shelters, municipalities, government administration or during the communication with any other party.
  • Make sure to contribute positively to the image of Save the Children Lebanon with beneficiaries, refugees and the needy.

General

  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS 

University Degree in Sc/BA/BEng level in Mechanical Engineering, or a related subject, or equivalent field experience.

Professional experience of 2-4 years minimum, including in the field of WASH infrastructure, construction in humanitarian or development context.

EXPERIENCE AND SKILLS

Essential:

Computer skills (especially Excel and design software like Autocad)

Experience in field work and community mobilization

Experience in conducting training and sensitization sessions for communities and beneficiaries.

Strength in interpersonal, communication and presentation skills

Available to travel within the country

Fluency in English and Arabic

Desirable

NGO experience

Shelter and/or WASH experience in humanitarian context

Familiarity with refugee communities in country of operation
