How can you make a difference?

1. Programme development and planning

  • Research and analyze regional/national political, humanitarian WASH, health, and social and economic development trends. Collect, analyze, verify and synthesize information to facilitate programme development, design and preparation.
  • Prepare technical reports and inputs for humanitarian programme preparation and documentation, ensuring accuracy, timeliness and relevance of information.
  • Assist in the development/establishment of humanitarian WASH-related outcome and output results, as well as related strategies, through analysis of WASH sector needs and priorities.
  • Provide technical and administrative support throughout all stages of humanitarian programming processes by executing/administering a variety of technical programme transactions, preparing materials/documentations, complying with organizational processes and management systems, to support progress towards the WASH-related outcome and/or output results in the Country Programme.
  • Prepare required documentations/materials to facilitate review and approval processes.

2. Programme management, monitoring and delivery of results

  • Work collaboratively with colleagues and partners to collect/analyze/ share information on implementation issues, suggest solutions on routine humanitarian programme implementation and alert appropriate officials and stakeholders for higher-level interventions and/or decision. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
  • Participate in humanitarian monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare minutes/reports on results for follow up action by higher management and other stakeholders.
  • Monitor and report on the use of sectoral humanitarian programme resources (financial, administrative and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to enable timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.
  • Prepare inputs for humanitarian programme and donor reporting.

3. Technical and operational support for programme implementation

  • Undertake humanitarian field visits and surveys, collect and share reports with partners/stakeholders. Report critical issues, bottlenecks and potential problems to supervisor, for timely action.
  • Provide humanitarian technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices in WASH, to support programme implementation.

4. Humanitarian WASH preparedness and response

  • Draft inputs for the preparation of WASH emergency preparedness, including the drafting of required supplies and services, long-term agreements, partnership agreements, and coordination mechanisms.
  • Study and fully understand UNICEF’s procedures for responding in an emergency.
  • Take up support roles in an emergency response and early recovery, as and when the need arises. 
  • Lead coordination of the WASH Cluster and ensure its transition to a WASH National Platform as required, under the generic functions of the WASH Cluster:
  • Convene and attend/lead national and sub-national coordination meetings with sector, partners and government, and document as required through meeting reports.
  • Develop documentation, proposals, appeals and reports based on information and commitments shared by partners
  • Support partners through monitoring reports of WASH standards, and occasional field visits for effective WASH program implementation if the position turns to presential mode 
  • Coordinate, conduct, document, compile WASH sectoral needs assessment and monitoring databases from relevant WASH stakeholders, in coordination with other clusters if needed
  • Monitor that community feedback is integrated in the response (with possibility to shift to presential visits)
  • Document lessons learnt and handover report
  • With the cluster members and government, establish and maintain an appropriate humanitarian coordination mechanism that responds to the needs of emergent and active emergencies in Honduras;
  • Strengthen pre-existing sectoral coordination through increased predictability and accountability, adapting coordination and information management to ensure appropriate systems for collecting, analysing and reporting at sector level inlcuding 5Ws and needs assessments;
  • Establish and maintain fluid relationship to support with coordination and  information databases that consolidate, analyse and report/disseminate information critical to decision making;
  • Build complementarity of partner actions: avoiding duplication and gaps and support the estimation of spatial and temporal gaps, overlaps and coverage of platform activities and projects
  • With the support of the CLA, ensure adequate resources are mobilized and are equitably allocated for the effective functioning of the cluster and its response;
  • Encourage effective and comprehensive integration of relevant cross-cutting issues, including age, gender, environment and HIV/AIDs and coordination and program integration with other sectors;
  • Contribute to the core cluster and sector coordination functions
  • Lead on the preparation of SitRep inputs with emphasis on plans, targets and achievements.
  • Maintain flexibility within the cluster to respond to changes in the operating environment, evolving requirements, capacities and participation;
  • Interact with other clusters (including through inter-cluster coordination fora), humanitarian actors, government counterparts, and relevant authorities for operational planning, engagement and active contribution of operational partners;

5. Networking and partnership building

  • Build and sustain close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate humanitarian programme implementation and build capacity of stakeholders to achieve WASH output results.
  • Draft communication and information materials for WASH humanitarian programme advocacy to promote awareness, establish partnership/alliances and support fund raising for WASH.
  • Participate in inter-agency humanitarian meetings/events on WASH programming to collaborate with inter-agency partners/colleagues on UNDAF operational planning and preparation of WASH programmes/projects and to integrate and harmonize UNICEF output results and implementation strategies with UNDAF development and planning processes.
  • Research information on potential humanitarian donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.

6. Innovation, knowledge management and capacity building

  • Assist in the development, implementation, monitoring and documentation of WASH humanitarian action research and innovation (technical or systems). 
  • Assist in the preparation of humanitarian learning/knowledge products, covering innovative approaches and good practices, to support overall WASH sector development.
  • Assist in creating and delivering humanitarian learning opportunities for UNICEF WASH staff, to ensure our sector capacity remains up-to-date with latest developments.
  • Participate as a resource person in humanitarian capacity building initiatives to enhance the competencies of clients/stakeholders.

To qualify as an advocate for every child you will have…

  • University degree, preferably at an advanced level, in a subject area relevant to information management or WASH related studies including civil and environmental engineering, public health and related subjects
  • Additional relevant post-graduate courses that complement/supplement the main degree are a strong asset.
  • At least 1 years progressively responsible humanitarian work experience with UN and/or NGO, including information management experience in the first phase of a major emergency response relevant to the cluster
  • Extensive work experience outside the humanitarian sector which is relevant to this post may be considered as a replacement for humanitarian experience.
  • Extensive work experience relevant to this post may be considered as a replacement for formal qualifications.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in Spanish and Proficient English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian) or a local language is an asset.
