ICF is seeking an International Environmental Project Manager to support the effective implementation of 22 CFR 216: Environmental Compliance Procedures by USAID Operating Units through adherence to international best practice environmental protection principles.  The Project Manager will assess the potential environmental, human health and social impacts during USAID activity development and implementation, and identify practical environmental protection and mitigation strategies, as required by USAID environmental compliance procedures.

** This preferred location for this position is the Washington, DC metro area with approximately 6 weeks of international travel required per year **

Key Responsibilities:

  • Conduct reviews of draft Initial Environmental Examinations (IEEs), Scoping Statements, Environmental Assessments, Environmental Mitigation and Monitoring Plans (EMMPs), and other formal 22 CFR 216 procedural reviews.
  • Assess existing monitoring findings, evaluate efficacy of mitigation measures, and propose adaptive strategies to increase effectiveness of mitigation measures.
  • Evaluate water usage, quality, and availability to support program, project, and activity planning and implementation.
  • Coordinate with USAID operating units, resource agencies, and environmental and technical staff to prepare environmental documents and supporting technical studies for USAID projects.
  • Ensure quality control and responsiveness of technical assistance.
  • Serve as a primary author for complex sections and analyses.
  • Manage a multi-disciplinary team.
  • Perform senior review of all documents, reports, presentation, technical memoranda, and other work products with a focus on regulatory compliance and technical adequacy.
  • Write proficiently and effectively communicate with both internal staff and external clients.
  • Manage multiple project schedules with competing deadlines and budget constraints.
  • Strictly adhere to professional standards, including but not limited to: demonstrated consistency and reliability, timeliness in meeting project deadlines, clear and concise communications, and working responsibly – on a team or independently.
  • Manage multiple meetings with a variety of stakeholders.
  • Always represent ICF to USAID stakeholders in a professional manner.

Minimum Qualifications:

  • Bachelor’s degree in any of the following (natural resources management, environmental studies, environmental planning, environmental engineering, environmental management, international development).
  • 8+ years’ relevant technical experience working in developing countries.
  • 4+ years’ management experience must include multi-country project management and successful oversight of project teams with complex delivery objectives.
  • 4+ years’ advanced knowledge and understanding of 22 CFR 216 Environmental Compliance Procedures and other environmental regulations (e.g., NEPA).
  • Ability to travel internationally and nationally approximately 6 weeks per year.

  • Strong work ethic with a positive attitude and commitment to producing quality work.
  • Proficiency with Microsoft Office Suite Applications (Word, Excel, PowerPoint, Project).
  • Fluency in English.
  • Fluency in French and Spanish a plus.

Pay Range – There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:$94,247.00 – $160,220.00Arlington, VA (VA31)
