Purpose of Activity/Assignment:

The WASH & CCES Institutional Strengthening and Capacity Building Expert will have primary responsibility for providing technical guidance to three states – Andhra Pradesh, Karnataka, and Telangana – on improving water, sanitation, and hygiene (WASH) facilities and services through SBM-II and JJM, WASH in schools, anganwadis, and healthcare facilities. In addition, the expert will extend strategic support in the formation and strengthening of WRTCs, MHM committees, and WASH coalitions, while also supporting training and capacity-building processes, resources, and support systems. The expert will also facilitate high-level advocacy with all three states on the functional areas mentioned above to improve policy and the enabling environment for institutional strengthening and capacity building on WASH. This effort will ultimately contribute to the achievement of Sustainable Development Goals. Furthermore, the expert will provide technical support on the transition from the current Technical Assistance to the revised Technical Assistance strategy. This support will include identifying gaps in the current approach, developing new strategies to address those gaps, and ensuring that the revised strategy is effectively implemented. The Institutional Strengthening and Capacity Building Expert will play a critical role in improving WASH facilities and services in three states (i.e., Andhra Pradesh, Karnataka, and Telangana), strengthening institutional frameworks, capacity building of key stakeholders and contributing to the achievement of Sustainable Development Goals.

Scope of Work:

Meeting the global commitment to fulfill every child’s right to water, sanitation, and hygiene is an ongoing challenge at policy, administrative, and community levels. While all three states have achieved Open Defecation Free (ODF) status in 2018 based on baseline data from 2012-2013, they are now focused on becoming ODF plus based on government of India and state guidelines by 2024. Similarly, the states have made good progress regarding coverage of WASH facilities and services in institutions such as Anganwadis, schools, and health centres. According to UDISE 19-20, more than 90% of schools were covered with functional toilets, and as per JJM MIS as of October 10, 2021, all schools are covered with drinking water at their premises.

The government of India and states have issued numerous guidelines for WASH programs, and there is potential for improvement in focusing on processes and outcomes. While financial considerations and activities drive WASH programs, there is room for greater emphasis on monitoring outputs and outcomes, as well as prioritizing Social Behaviour Change Communication interventions. Additionally, it is important to prioritize hygiene behaviours such as safe disposal of child faeces, handwashing with soap, Menstrual Hygiene Management, and more. To achieve these goals, the departments and institutions responsible for WASH facilities and services need more skills and knowledge to achieve their goals. They should work on developing sector strategies and policies, creating useful information, training key stakeholders, tracking outcomes, maintaining Open Defecation Free status, providing safe water to rural homes, managing waste, promoting good hygiene habits, and more.

Rationale

The position of Institutional Strengthening and Capacity Building Expert is essential to ensure the success of WASH programs in Andhra Pradesh, Karnataka, and Telangana states. The expert will provide technical guidance and support to create strong institutional frameworks, policies, and an enabling environment, essential for effective WASH program implementation including SBM, JJM and WASH in institutions. This position is required to extend strategic support in the formation and strengthening of WASH-related committees, coalitions, and partnerships, providing training and capacity-building processes, resources, and support systems. Moreover, the expert is needed to promote high-level advocacy to improve policy and the enabling environment for institutional strengthening and capacity building on WASH. The expert role is critical to enhance stakeholder capacity, ensuring the sustainability of WASH programs, strengthening institutions and help achieve Sustainable Development Goals

Objectives

The institutional strengthening and capacity Building expert will work to achieve the following objectives. Overarching objective of the expert is to support the implementation of effective WASH programs at state and district levels, enhance stakeholder capacity and institutional frameworks, and contribute to the achievement of Sustainable Development Goals. The related objectives are:

  • Developing and implementing institutional arrangements and capacity-building interventions to enhance the effectiveness of WASH programs.
  • Developing capacity-building resources, such as strategies, modules, tools, frameworks, and resource materials.
  • Strengthening WASH capacity-building systems i.e., creation of training materials, master trainers, and cascading trainings, etc.
  • Establishment and improvement of institutions such as WASH coalitions, WTRC, and MHM committees to strengthen the WASH capacity-building systems.
  • Providing comprehensive support for events and conclaves, including logistical arrangements, preparing reports, etc.
  • Building stakeholder capacity in conducting WASH assessments, preparing action plans, and monitoring systems through training and capacity-building programs.
  • Advocating for policy changes to build stronger institutions and develop capacity, to support the sustainable implementation of WASH programs.
