Purpose of the activity/ assignment:
UNICEF is the WASH cluster lead and coordinates the WASH humanitarian assistance through dedicated WASH cluster coordinators at national and Rakhine State. In other States and Regions, UNICEF WASH staff manage coordination, in addition to their regular responsibilities.
Two years since the 2021 military takeover, humanitarian needs continue to increase. The Myanmar Humanitarian Response Plan (HRP) – 2023 estimates 17.6 million people, nearly one third of the population, in humanitarian need. The HRP prioritizes 4.5 Mn people with severe needs for life saving support. About 1.7 million people are targeted to reach with life-saving WASH assistance; UNICEF has committed to reach 800,000 of these affected people.
UNICEF’s humanitarian WASH response is delivered through a network of national and international Civil Society Organisations (CSO) and independent service providers. Traditionally, UNICEF extended humanitarian WASH services for the IDPs in protracted camps in Rakhine, Kachin and northern Shan. Post 2021 military takeover, the displacements are widely dispersed across the country with people taking shelter in temporary camps, monasteries, caves and forest.
Responding to the rapidly unfolding crisis, the WASH response was expanded through a network of implementing partners. UNICEF has partnered with over 15 CSOs to provide life-saving WASH services to the affected population. The WASH partner staff come with varying skills, knowledge and understanding of the humanitarian WASH response. UNICEF and the WASH cluster thus, agreed to systematically build the capacity of the implementing partners. UNICEF has a well-designed five-day WASH in Emergencies (WiE) training programme. In 2022, the training module was tailored, and UNICEF staff provided training to 30 persons (a mix of CSO staff and community workers.)
Myanmar WASH Cluster also has WASH in Emergencies training modules, developed over the past few years, but these modules are developed for technical WASH staff/counterparts/partners, and not for the lay person without a WASH background.
UNICEF and the WASH cluster have proposed to build the WASH in Emergencies response capacity of the partners. It is envisaged to engage an independent consultant to collect relevant details of the WiE trainings and design a training package suitable for the Myanmar context. The terms of reference (ToR) serve to outline the requirements of the assignment.
Scope of Work:
The assignment involves development of WASH in emergencies training manual in Myanmar language, train and mentor a core resource group of master trainers, impart training for the WASH partners and senior management.
The detailed scope includes:
a. Review of the existing WiE training modules/ packages including supporting literature and documentation.
b. Conduct a rapid training needs assessment in consultation with key stakeholders and the WASH implementing partners.
c. Design three WiE training modules (including facilitator guides all three training modules):
• Short one day course for the senior management
• A detailed five-day face to face Training of Trainers module
• A three-day refresher module for the Trainers
d. Coordinate with WASH cluster and UNICEF implementing partners to seek nominations for the trainers
e. Train the trainers and create a resource pool,
f. With the support of the trained resources, facilitate training of the WASH partner staff and senior management.
Duration of the contract:
11 months – delivery based.
Duty station/Geographic Area:
The assignment is homebased. However, requires substantial field travel. The selected consultant will travel to the towns (Sittwe, Mitkyina, Taunggyi, Lashio, Hpa-An, Mandalay, Yangon and Nay Pyi Taw) to assess needs and conduct training for the resource group and the WASH partner staff. Overall, 82 days of travel is estimated for the assignment.

Description of Assignment:
Task 1: Submit inception report with detailed work plan including desk review of the available training modules and training needs assessment (TNA).

a) At least 10 five-day training sessions conducted for WASH partners

To qualify as an advocate for every child you will have…
- Holding a Master’s degree in one of the disciplines relevant to the following areas: Public Health, Civil or Mechanical Engineering, Water Supply or Environmental Engineering or other specialized field related to WASH is required.
- A Bachelor’s degree may be accepted in lieu of a Master’s degree combined with 2 additional years of relevant professional experience.
- Over three years of professional work experience in Water Sanitation and Hygiene programme
- Extensive experience in WASH in Emergencies including training and capacity building of the WASH actors
- Extensive knowledge of Myanmar’s local and humanitarian context
- Ability to develop the training manual and impart training
- Fluency in English is required (oral and written)
- Native Myanmar language Speaker, and local/ regional languages is an asset

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
