1. Project BackgroundThe Bank is looking for an Investment Operations Consultant – Water and Urban Development to provide specialist technical support in preparation and implementation of Urban and Water sector projects in South Asia and South-East Asia particularly in India, Bangladesh, and Cambodia. The Consultant will work primarily (but not limited to) on the following projects:
• National Restoration of Rural Productive Capacity Project involves investments in improving rural roads and water and sanitation facilities in five provinces of Cambodia. The project was approved in the year 2020 and is currently under implementation.
• The Andhra Pradesh Urban Water Supply and Septage Management Improvement Project aims to improve water supply and sanitation service coverage, quality, and climate resilience of water supply and sanitation systems in target municipalities in Andhra Pradesh, India. The project was approved in the year 2018 and is currently under implementation.
• The Bangladesh Integrated Water Supply and Sanitation in Selected Towns project aims to improve water supply and sanitation service coverage, quality, and climate resilience of water supply and sanitation systems in target municipalities in Bangladesh. The project is currently under preparation.
2. Objectives of the AssignmentThe purpose of hiring the Investment Operations Consultant – Water and Urban Development is to provide assistance to the bank’s project teams in (i) preparation and implementation of Urban and Water sector projects; (ii) participation in site visits to the project locations and meetings with the Implementing Agency and other project stakeholders.
3. Scope of ServicesThe consultant will provide overall technical and general project management consulting services to AIIB not limited to:
• Assist in preparing and reviewing project documents (including but not limited to detailed project reports, and feasibility studies) and provide inputs to AIIB on the design, technical, financial, and economic feasibility of project proposals
• Assist in preparing and reviewing terms of references (TORs) for consultancy engagements that may be needed for the projects
• Assist in preparing and reviewing technical documents (including but not limited to design documents and technical specifications, tender documents, bills of quantities, physical accomplishment reports, etc.)
• Support project management by providing expert advice on local site conditions, local policies and specifications, and any local developments or issues that may impact the project life cycle (planning, implementation, monitoring, and close-out)
• Support the management of project implementation through 1) conduct of field visits, meetings and communications with project stakeholders and submit consequent documentation to AIIB, 2) monitoring and assessment for quality of borrower submissions including results indicators, periodic progress reports, etc.
• Support the continuous development of project implementation by suggesting and helping implement initiatives on 1) documentation and monitoring systems, 2) project stakeholder coordination, 3) capacity building for IA staff including training, software, equipment, etc., 4) updating of technical policies and procedures 5) improvements on measurement and monitoring of results indicators
• Provide inputs to the development and conceptualization of new projects that may arise from on-going projects
• Other assistance for the project as requested by AIIB
4. Consultancy Output / Deliverables1. Inputs to AIIB’s official documents for project preparation and implementation.
2. Comments on technical documents submitted by the clients.
3. Back-to-office report from field trips.
5. Implementation ArrangementThe consultant will report to respective PTLs.
6. Support to the Consultant by the BankAll administrative and travel support as required and customary.
7. Knowledge Transfer and TrainingAs applicable.
Qualification RequirementThe consultant is expected to have the following key qualifications:
• Over 20 years of professional experience in the infrastructure sector, including water and sanitation; urban development; urban drainage and flood management.
• Proficiency in English, both written and oral.
