Counterpart International is seeking qualified candidates for the position of Chief of Party for the planned USAID-funded Climate Adaptation Activity. The Chief of Party will be responsible for overall technical direction, successful project implementation, and will represent Counterpart International and the program to donors and other stakeholders. This position is open to nationals from the Dominican Republic and Third-country Nationals. The position will be based in Santo Domingo, Dominican Republic.

Main Responsibilities Include:

– Lead the overall management of the program, achievement of all objectives and performance indicators.
– Lead the development of program strategies, planning and implementation of program activities while ensuring cohesion among the program components, achievement of objectives, and with respect to the Project workplan and Monitoring Evaluation and Learning (MEL) Plan.
– Provide technical leadership on climate change adaption, and alternative livelihood approaches.
– Manage a team of technical advisors, support staff, and consultants to ensure overall leadership of program objectives.
– Coordinating with local and regional partners and other relevant stakeholders, such as civil society organizations, and government authorities.
– Represent Counterpart to USAID, local and national governmental authorities, local CSO partners and community organizations.
– Prepare periodic technical, programmatic, and other reports or communications products to USAID and Counterpart headquarters as required on the progress of the program’s activities in achieving their stated goals.
– Ensure compliance with Counterpart and USAID rules and regulations, particularly with respect to financial and grant management.
– Other duties as assigned.

Required Qualifications include:

– Master’s degree in biology, environmental resource management, international development, and/or another related field.
– Significant relevant experience may be substituted for an advance degree.
– Minimum five (5) years of experience in development programming, or technical fields (preferably in a developing country environment, experience working in ​​US government regulation), and grants management.
– Minimum five (5) years of experience in climate change programming (adaptation, mitigation, watershed governance) – preferably USAID programming.
– Fluency in spoken and written Spanish and English.
– Excellent organizational, analytical, oral, and written communication skills.
– Ability to work well in a team.

Preferred Qualifications include:

– Demonstrated experience living and/or working in the Dominican Republic- understanding of context and key stakeholders.
– Experience working with Ministries in the Government of the Dominican Republic on watershed management, and/or climate change programming.
– Formal training in climate adaption/mitigation, alternative livelihood development, and/or economic development.
– Adherence to the principles of participatory team management and participatory community development.
– Experience with the participation of women, youth, and other marginalized groups to ensure their inclusion and participation.
