Job Summary:

ADWR is seeking a highly organized Water Resources Supervisor and Project Manager who is passionate about water and natural resources. This position will supervise several members of the supply and demand team and manage the timelines and tasks associated with the statutorily required water supply and demand assessments for each groundwater basin in Arizona with a focus on stakeholder outreach and documentation. This position will participate in complex, interdisciplinary projects that require deep collaboration, a willingness to learn and challenge assumptions, and an awareness of the sensitive nature of water issues.

The ideal candidate will have a genuine curiosity for environmental, natural resource, and water data and policy issues and revel in developing and tracking timelines, delegating, and managing tasks, records management, and stakeholder outreach. The candidate will also enjoy asking questions and proposing ideas about water conservation, supply, demand, and related issues, working collaboratively to discuss and debate those ideas.

This position has flexibility to telework. 

Job Duties:

Supervision and training of supply and demand staff regarding procedures/techniques to be used, quality of results expected and projected timelines, goals, and objectives, with a focus on stakeholder outreach and data documentation.

Assist in the development of statewide supply and demand assessments for Arizona’s 51 groundwater basins, focusing on project timeline development, progress tracking, and assigning action items and tasks

Lead and support staff in:

  • Outreach to relevant stakeholders regarding their water use
  • Documentation of methods, standard works, and related research and spatial files
  • Development of data storage and data quality standards
  • Writing and editing reports
  • Methods to estimate supply and demand
  • Supply and demand short and long-term scenarios
  • Projections of future supply and demand estimates
  • Research impacts to supply and demand including, but not limited to, potential changes to socio-economic aspects, geologic conditions, climate change, supply availability, policies, and voluntary/regulatory conservation programs
  • Records management

Facilitate collaborative meetings with analysts to adapt estimation methods to individual groundwater basins

Facilitate collaborative meetings with ADWR staff of all levels and with diverse stakeholders to solicit input and feedback on high-profile and/or sensitive issues

Review and edit reports and presentations documenting assumptions, methods, relevant background information, and recommendations for internal and external audiences

Present background information, assumptions, methods, scenarios, and results to relevant stakeholders

Prepare clear, well-constructed reports and presentations that consider impacts across multiple water resource management programs and levels

Develop a knowledge of the history of water demand and supply at the groundwater basin, statewide, and/or sector (agricultural/industrial/municipal) level, including applicable laws, rules, and policies

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Project timeline, and task management
  • Methods of stakeholder outreach, engagement, and tracking
  • Records management strategies for research, data, and spatial files
  • Water, natural resource, and/or agricultural/industrial/municipal policy and analysis
  • State of Arizona water resource statutes, rules, policies, procedures, and programs, including the Groundwater Management Act, Active Management Areas, Management Plans, Assured and Adequate Water Supply Program, and Recharge and Recovery Program
  • Water supplies and their respective regulatory frameworks in Arizona, including groundwater, surface water, Colorado River water, and effluent
  • Methods and techniques utilized in the agricultural/municipal/industrial sectors related to water use and water conservation
  • Agricultural/industrial/municipal water use trends and challenges in Arizona and other western states
  • Current concepts and practices in water resources planning, conservation, and management
  • History of western water laws and policies

Skills in:

  • Managing a team, including encouraging the development of new and innovative ideas and collaborative work
  • Training staff on methods of stakeholder engagement and records management
  • Organization and maintenance of research, spreadsheets, databases, and spatial files
  • Research and writing technical reports, including briefs documenting assumptions methods and background information
  • Effective oral, written, and visual communication, especially of data analyses, estimation and projection methods, assumptions, and complex policies to stakeholders
  • Use of Microsoft office tools such as Word and PowerPoint

  • Effectively supervise multiple staff members
  • Effectively develop and manage project timelines

  • Manage and prioritize numerous projects simultaneously and work well under pressure
  • Think creatively about current and potential sources of supply for agricultural/industrial/municipal demand and impact resulting from external factors including changes to policy, statute, and/or climatic, geologic, and socioeconomic conditions
  • Analyze a situation, identify the problem area(s), propose solutions, and assist in the implementation of those solutions
  • Retrieve, organize, analyze, and present water resource management data
  • Collaborate closely with multidisciplinary department and external staff with backgrounds in diverse disciplines
    Establish and maintain effective relationships with stakeholders, including agency staff, government officials, leaders in the regulated community, and the public   

Selective Preference(s):

Preferred candidate should have project management and supervisory experience.

Pre-Employment Requirements:

Eight (8) years of professional level water resource management experience or Bachelor’s and six (6) years of professional level water resource management experience or Master’s degree and four (4) years of professional level water resource management experience or PhD and two (2) years of professional level water resource management experience.

Positions in this classification participate in the Arizona State Retirement System (ASRS).
Please note, enrollment eligibility will become effective after 27 weeks of employment. The current contribution rate is 12.17%.
