1. Purpose of the contract

Under the supervision of the Coordinator/HAE, the consultant will:

  1. Provide technical support for the CCE TAG, including support for the planned 2023 CCE TAG meeting and inputs to pillar working groups;
  2. Provide project management, operational guidance and technical support for the implementation of regional component of UNDP/GEF project on building climate-resilient health systems in Asian Least Developed Countries;
  3. Contribute as a resource person to the PIC UNDP/GEF project;
  4. Support the Carbon footprint work of HAE;
  5. Provide other technical and project management support as required by HAE for activities in WASH, Air Pollution, Occupational Health, Climate Change and Chemical Safety.

          3. Work to be performed

Method(s) to carry out the activity

  • The bulk of the work under this contract is expected to be carried out from the consultant’s home under a work from home arrangement. The consultant will use a variety of online tools, such as email, videoconferencing and social media applications, to connect and engage with WPRO and Country Office Staff as well as with Member States.
  • Travel under this contract is expected, noting that any travel will need to comply with international and domestic travel restrictions as well as WHO rules.
  • Desktop planning, organizing and delivering via email, informal virtual meeting sessions in collaboration with the WCO and WPRO teams.
  • Liaison with country and regional offices’ and sub-offices’ health and environment focal points/teams
  • Maintaining regular communication and reporting back to WPRO’s HAE unit and other agencies/teams as required.

          4. Description of activities to be carried out and outputs

  1. Provide technical and administrative support for the TAG-CCE, including support for the planned 2023 TAG-CCE meeting and inputs to pillar working groups:
    1. Provide technical support to-CCE TAG Pillar sub-groups to achieve aims from 2022 TAG-CCE meeting
    2. Support preparation for the planned 2023 CCE TAG meeting, as requested by HAE unit;
    3. Other support to the CCE TAG and to CCE work in the Western Pacific Region, as required
  2. Provide project management, operational guidance and technical support for the implementation of regional component of United Nations Development Programme/Global Environment Facilities (UNDP/GEF) project on building climate-resilient health systems in Asian Least Developed Countries:
    1. Ensure that inputs and reports for the WHO, Ministry of Health (MOH), GEF, UNDP and other donors to the project are delivered in a timely and effective manner;
    2. Provide project management, technical advice and guidance to WPRO and WCOs in relation to building climate resilient health systems on the UNDP/GEF project in Lao PDR;
    3. Support Cambodia to finalise its project reporting, as necessary;
    4. Facilitate in-country work on climate informed Early Warning Systems (climate informed EWS) for climate sensitive diseases as required;
    5. Draft and edit progress reports, quarterly reports, annual work plans and budgets as necessary;
    6. Support countries to develop and/or enhance knowledge products based on the project;
    7. Communicate regularly with WCOs regarding project implementation;
    8. Facilitate timely submission of technical, financial and other progress;
    9. Prepare related concept notes and/or project proposals for WPRO and WCOs as required;
  3. Contribute as a resource person to the PIC UNDP/GEF project
    1. Ensure lessons learnt from the Asian Least Developed Country UNDP/GEF project are disseminated and communicated to the PIC UNDP/GEF project team;
    2. Organize a project experience sharing forum between the two projects;
    3. Support ad-hoc requests;
  4. Support the Carbon footprint work of HAE
    1. Support the consultant working on the carbon footprint by ensure all the relevant information is obtained;
    2. Provide insight to the consultant on the workings of a WHO country office;
    3. Support communication of the work;
  5. Provide other technical and project management support as required by HAE for activities in WASH, Air Pollution, Occupational Health, Climate Change and Chemical Safety
    1. Support the generation of communication stories to promote the work of WHO as it relates to CCE;
    2. Support HAE activities in line with priorities outlined in the document For the Future, as required.

         5.   Specific requirements

Education

Required: Advanced university degree in in climate change and governance, public health, or environmental and health sciences

Experience

  • At least seven years of experience in research and project management of environmental and climate change programs and health with links to extreme weather events, natural disasters and health impact assessment of development projects.

Desired:

  • Experience working with international organizations and the UN system
  • Experience working in climate change and health in relation to Lao PDR, Cambodia and/or other Asia-Pacific countries

Skills

  • Skills in facilitating meetings; excellent communication skills and good understanding of Asian countries and Western Pacific cultures
  • Demonstrated writing skills (to prepare technical reports and project proposals to donors).

Language

  • Fluent in English (Read – Write – Speak)

            5. Specific requirements

 6. Place and duration of Assignment

The Contractor is expected to work for110 days, primarily home-based, starting on 22nd May 2023, to deliver the above work by 29th December 2023.

            7. Medical Clearance

A medical certificate of fitness for work is required.

           8. Travels

Traveling in relation to this contract is expected.

  • The purpose of this vacancy is to develop a list of qualified candidates for inclusion in this advertised roster. All applicants will be notified in writing of the outcome of their application (whether successful or unsuccessful) upon conclusion of the selection process. Successful candidates will be placed on the roster and subsequently may be selected for consultancy assignments falling in this area of work or for similar requirements/tasks/deliverables.
