Why does the job exist?
This position will take a lead role in the implementation of Executive Order 2019-003, Addressing Climate Change and Energy Waste by developing and implementing climate policies related to water resource resiliency, source water protection, and utilization of alternative energy sources, produced water and reuse water policy for the Water Protection Division. The coordinator will be involved in rulemaking to support policies.
How does it get done?
The Water Resources Professional IV is the senior level of the Water Resources Professional series and performs project planning, budgeting and project management of complex water resources projects. Participates in the preparation of new rules and regulations and the revision of existing rules and regulations. Perform high level Administration of New Mexico’s Surface and Ground Water Resources under the direction of the WPD Director. Reviews proposed changes to statutes and their impact. Serves as expert witness on complex water resource matters. Mentors lower level professional individual contributors. Exercises decision making authority within approved parameters on complex/large impact water resources projects and/or high profile water resources issues.
May act as a representative of the State on interstate water issues. Serves as source of testimony and expert advice to entities such as the Legislature, Committees, Courts, Commissions and external water resources businesses. Coordinates work with other water resource professionals including any relevant local, state or federal agencies. Serves as project lead, directing work assignments of junior level professionals.

This job is done for all New Mexicans to protect and restore the environment. This position may have occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations. This position will have contact with internal staff as well.
Ideal Candidate
Preferred candidate will have training and experience in developing and making presentations to diverse audiences of all sizes. Ability to articulate highly technical information in an easily understood manner by the general public. Strong interpersonal skills and excellent oral and written communication skills. Strong background in strategic planning, team coordination, and expectation management.
Minimum Qualification
Bachelor’s Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science Emergency Management or Engineering and six (6) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. • If Minimum Qualification requires a specific number of “semester hours” in a field (e.g. 6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications. No substitutions apply for semester hours.
Employment Requirements
Must possess and maintain a valid New Mexico Driver’s License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment. In state and out of state travel may be required.
Working Conditions

Office setting, extensive use of computers, telephones, extended periods of sitting. Requires some travel in-state and out of state and attendance at internal and external meetings.
