Assistant Engineer – Civil I: $103,396.80 – $132,267.20 annually
Assistant Engineer – Civil II: $114,088.00 – $146,057.60 annually

Overview: Do you want to make a difference in the community by ensuring a reliable water supply for Santa Clara County’s two million residents while supporting fish and wildlife in streams?

The Assistant Engineer I or II- Civil position offers the opportunity to learn about all aspects of operation of the raw (untreated) water system of Valley Water, improve the raw water system accounting models, and enhance the water rights reporting processes. The raw water system in Santa Clara County consists of ten local surface water reservoirs, two large water tanks, 95 miles of transmission pipelines, three pump stations, and many valves and appurtenances. Raw water is delivered from the reservoirs to 98 miles of streams and 102 recharge ponds in Santa Clara County for recharging the groundwater basins, as well as supporting the fisheries and aquatic habitat in creeks. The raw water transmission pipelines deliver imported water from the State Water Project and Central Valley Project and local water from two in-county reservoirs to three water treatment plants owned and operated by Valley Water, local creeks and ponds for groundwater recharge, and untreated surface water permittees.

Valley Water is the primary water resource agency for Santa Clara County, supplying wholesale water, providing flood protection, and serving as an environmental steward for clean, safe creeks and healthy ecosystems. Valley Water serves approximately two million people in 15 cities: Campbell, Cupertino, Gilroy, Los Altos, Milpitas, Monte Sereno, Morgan Hill, Mountain View, Palo Alto, San Jose, Santa Clara, Saratoga and Sunnyvale, and the towns of Los Altos Hills and Los Gatos, and manages ten (10) dams and surface water reservoirs, three water treatment plants, a state-of-the-art water quality laboratory, 285 acres of groundwater recharge ponds, and 275 miles of jurisdictional streams.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.

Key Responsibilities include, but are not limited to:

• Enhance the water accounting model and process for the raw water transmission system.
• Develop or enhance water accounting models and processes for the groundwater recharge systems in Santa Clara County.
• Enhance the water accounting for Lake or Streambed Alteration Agreements (LSAAs) compliance and reporting.
• Perform data analysis, QA/QC, and other activities needed to support and submit the yearly water rights reporting to the State Water Resources Control Board by the required deadlines.
• Document all water accounting procedures.
• Document measurement device information for flow meters and stream flow stations, per SB 88.
• Participate in the modeling and forecasting for reservoirs operations.
• Perform other tasks as needed, like supporting with the review of capital projects’ design plans and their impacts on raw water operations.

Ideal Experience:
Level I

• None required. Some experience as student intern at a public agency is preferred.

Level II

• Two (2) years of professional engineering experience, ideally with planning, design and construction of capital projects including dams, reservoirs, pipelines, water treatment, and distribution facilities.

Ideal Knowledge:
Level I

• Principles, practices, concepts, and standards of civil engineering.
• Principles, practices, concepts, and standards of water resources management, natural resource management, engineering, hydrogeology, geology, hydrology, hydraulics, and/or environmental sciences.
• Principles and practices of numerical modeling and analysis, forecasting and risk analysis, and statistical analysis.
• Principles, practices, theories, and methods of water supply planning, operations, modeling, analysis, and management.

Level II- in addition to qualification for the Assistant Engineer I

• Principles and practices of project budgeting, cost estimation, funding, project management, and contract administration.
• Recent and on-going engineering related developments, including information technology, current literature, and sources of information related to the operations of assigned area of responsibility.
• Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.

Ideal Skills and Abilities:
Level I

• Apply engineering principles, practices, concepts, and standards to engineering problems.
• Prepare, understand, and interpret construction plans, specifications, drawings, and other engineering documents.
• Perform engineering calculations.
• Understand measurement accuracy and make reasonable assumptions when needed.
• Proficiently use relational databases and spreadsheets for data analysis.
• Use office equipment including computer equipment and specialized software applications programs.
• Possess advanced-level proficiency in Microsoft Excel.
• Possess intermediate-level proficiency in Geographic Information System (GIS) or be able to learn GIS during the first three months on the job.
• Communicate clearly and concisely, both orally and in writing.
• Organize and prioritize multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
• Establish and maintain effective working relationships with those contacted in the course of work.
• Make sound, independent decisions within established policy and procedural guidelines, and best engineering practices.
• Effectively collaborate with cross-functional, diverse teams.

Level II- in addition to qualification for the Assistant Engineer I

• Independently conduct comprehensive engineering studies, investigations, and analyses.
• Learn, interpret, apply, explain, and ensure compliance with applicable federal, state, and local policies, procedures, laws, and regulations, and District engineering policies and procedures.
• Conduct engineering research projects, evaluate alternatives, make sound recommendations, and prepare effective technical reports.
• Effectively represent the unit and Valley Water in meetings with contractors, engineers, a variety of outside agencies, and the public.
• Possess advanced-level proficiency in GIS.

Ideal Training and Education:
Graduation from an accredited four-year college or university with major coursework in civil engineering, environmental engineering, or a related field. Possession of a valid California Engineer-in-Training (EIT) Certificate is desirable.
OR
Possession of a valid California Engineer-in-Training (EIT) Certificate with two (2) years of associated paraprofessional engineering experience.

Required License or Certificate
