The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. How can you make a difference?

This consultancy will:

  1. Guide local government and health offices in assisting local sanitation planners and stakeholders in the formulation of local plans and interventions and help them respond to the challenge of increasing access, especially of the poor, to sustainable sanitation, in a guided and progressive manner,
  2. Provide LGUs with a practical sanitation program strategy to gradually achieve sustainable sanitation,
  3. Contribute to the reduction of risks and diseases related to environmental sanitation as well as progressively achieve the SDG targets on sanitation in the Philippines, and 
  4. Review and finalized document of BARMM WASH Bottleneck and WASH Strategic Plan.  

Scope of Work:

The consultant will provide the following services and supports in order to achieve the objectives of the ZOD-PHATSS and work collaboratively with CSO partner, and the Regional and Provincial governments.

  1. Maguindanao

Maguindanao has attained a total of 88%  barangays certified as “Open Defecation Free” with 398 Barangays) at G1 level and  47 Barangays at G2 level (2 municipalities are currently obtaining G2 Certification).   Despite this remarkable accomplishment way ahead of the 2030 targets, Maguindanao is still lagging behind in terms of achieving G2 and G3 national targets; In 2022, the province should have achieved a total of 386 Barangays at G2 and 75 Barangays at G3. Given this, the consultant is expected to:

  1. Facilitate a one- day consultative PHATSS Forum with the municipal mayors, organized in clusters to agree  in achieving G2 level targets and for G2 municipalities to scale up to G3 level;
  2. Provide support to the remaining undeclared  seven (7) barangays (Sultan Kudarat, Pagalungan, Datu Odin Sinsuat, Mother Kabuntalan, Shariff Saydona Mustapha, Datu Salibo, & Buluan.  For the remaining ZOD-undeclared barangays, organize a one-day meeting with the MLGU, BLGU to come up with a plan of action and work with other partners for subsidy and technical support.
  3. Support the Provincial Nutri-WASH Task Force to review the draft Nutri-WASH Executive Order developed in 2021 and the 2022 Program Implementation to inform the 2023 Annual Plan.
  4. Provide technical support to the PLGU and the IPHO in the conduct of evidence-based planning and budgeting  that will feed into the 2022-2023 Annal Investment Plan;
  5. Provide Technical Assistance in the Training of Trainers, Water Safety Planning (WSP) with Water Quality Monitoring, WASH in Emergencies (WiE) and Food Handlers’ Training for the RSIs and designated WASH focals;
  6. Basilan, Sulu and Tawi-Tawi (BaSulTa)
  1. Participate in the regular conduct of Quarterly Monitoring of Provincial PHATSS and Environmental Health Program;
  2. Provide Technical Support to the Rural Sanitary Inspectors (RSIs) on the mobilization activities to facilitate declaration of ZOD on the remaining barangays
  3. Support city and municipal orientation program, help establish WASH Structure as appropriate in their respective context and lobby for Ordinances and Resolution related to WASH.
  4. Provide Technical Assistance during the Training of Trainers, Water Safety Planning (WSP) with Water Quality Monitoring, WiE and Food Handlers’ Training for the RSIs and designated WASH focals;
  5. Facilitate formulation and approval of WASH Provincial workplans and budgeting for the target barangays and municipalities for ZOD certification.
  6. Lanao del Sur
  1. Facilitate a per cluster program implementation review with the RSIs to identify gaps and challenges; from this exercise, the consultant  will work with the IPHO on the support for and mobilization of RSIs.
  2. Provide Technical Support to the Rural Sanitary Inspectors (RSIs) on the mobilization activities to facilitate declaration of ZOD on the remaining barangays
  3. Support city/municipal orientation program, establishment of WASH Structure as appropriate in their respective context and lobbying for Ordinances and Resolution.
  4. Provide Technical Assistance during the Training of Trainers, WSP (with Water Quality Monitoring, WiE and Food Handlers) for RSIs and designated WASH focals;
  5. BARMM (Region)
  1. Provide technical support to the Bangsamoro Sub-committee on WASH (BSCW) in:
    1. formulating ways to operationalize the WASH strategy as reflected in the Bangsamoro Development Plan 2023-2028;
    2. reviewing and finalizing the WASH Bottle Neck Analysis (BAT) result and the documents from the Strategy Workshop as basis for the 2023-2025 WASH Program design and budgeting.
    3. crafting policies and formulating local water safety plan
  2. Coordinate with BARMM-READI (Rapid Emergency Action on Disaster Incidence) in identifying access and entry points for the establishment of the WASH Anticipatory Action and in establishing WASH Triggers for the Anticipatory Action.
  3. Work with the Ministry of Health (MOH) and the Ministry of Interior and Local Government (MILG) for:
    1. the inclusion of PHATSS Indicators in the Logical Framework Analysis (LOGFA) and of the G2 indicators in the SGLG criteria for the Awards System
    2. the contextualization of the Integrated WASH (iWASH) Plan and its roll-out to BARMM
  4. Work with MOH in:
    1. improving profiling and assessing of WASH needs especially of the waterless communities.
    2. establishing the regional and provincial water quality laboratories; strengthening regulatory policies for Water Service Providers; and in working with GIS experts for Geotagging and digitalization of the Field Health Service Information System (FHSIS) and WASH Facility Improvement Tool (FIT) for the profiling in Kobo and the development/improvement of other online database system;
  5. Work with the identified Provincial Water Service providers for the development of Water safety plan
  6. Support the Facilitation of one (1) Regional WASH Summit and the five (5) Provincial Summits for the local chief executives on WASH Governance and PHATSS Program.
  7. Others:
  1. Assist UNICEF in the development of RSI operation guidebook/manual and toolkit using the BARMM WASH Islamic context
  2. Submit Monthly and Final reports and Photo documentations.

Tasks:

1. Review documented report output of  WASH bottle neck analysis workshop,  and WASH Strategic Planning on BARMM.

2. Finalize output of 5 provincial WASH Summit.

3. Facilitate BARMM regional WASH summit.

4. Five (5) provincial WASH councils are in Place supported by an Executive order or an Ordinance.

5. Five (5) provincial WASH annual invested plans are costed and approved.

6. Five (5) provinces of BARMM achieved OD free communities.

Deliverables:

  • Reviewed outputs on WASH Bottleneck analysis from the 2021 workshop in Davao (result will be presented during the WASH regional Summit).
  • Finalized  the output of 5 provincial WASH Summit workshop (result will be presented during the regional WASH summit).
  • Completed the BARMM Regional WASH Summit.
  • 5 Provinces of BARMM established WASH councils, supported by an Executive Order or an ordinance.
  • Five provinces of BARMM have approved Annual WASH Investment Plans.
  • 274 communities in BARMM certified as Open Defecation-free (Zero Open Defecation or OD) by 2023.

Qualifications and Competencies of Successful Consultant

  • University degree in health science or related fields. Post graduate degree on any of the related fields is an advantage.

Work Experience/s and Language/s:

  • Familiarity with UNICEF work is desired/an advantage.
  • 5 years of WASH Programs, both developmental and Humanitarian work that involves WASH governance, implementation of PHATSS, and capacity building of key Government offices.
  • Fluency in English and Filipino, both oral and written.
