2030 Water Resources Group (2030 WRG) is a global multi-donor trust fund, established with the aim to promoting changes in water resources planning and implementation. It was incubated at the World Economic Forum (WEF) and formally administered by the IFC from 2012 to 2017.  Thereafter, the 2030 WRG has been hosted by the World Bank from January 1, 2018, based on a decision of the 2030 WRG Governing Council.

2030 WRG plans to promote better water management through public-private collaboration and finance facilitation, in the lead up to the Sustainable Development Goals (SDGs). It aims to do so by structuring programs in select countries, termed ‘Accelerators’. These initiatives focus to maximizing impact by leveraging the respective capacities, capital, and implementation strengths of the public and private sectors. 

In 2023, 2030 WRG will extend its activity in Central Asia focusing on Kazakhstan as the largest economy of the region. The countries in the region face water challenges, including those linked to climate change.  There is need to improve water management and services through improved infrastructure along with policy and regulatory changes. 

The 2030 WRG is looking to hire the services of an individual consultant with an in-depth understanding of the region’s challenges and reforms needed in its business and investment climate for sustainable economic growth and water security planning, including areas such as irrigated agriculture, communal and industrial water supply, and environmental services.  

Duties and Accountabilities:

The Extended Term Consultant (ETC) will work closely with the World Bank’s water team in Kazakhstan to identify stakeholders and define water priorities that can be addressed by public-private partnerships.  The ETC will be jointly supervised by the Program Manager of 2030 WRG and the Water Practice Manager for the Bank’s East Europe and Central Asia (ECA).  In addition, technical assistance is expected to be in place which will support the work of the ETC.

Specific roles of the ETC will be to work with the Bank’s water team in Kazakhstan to:

• Identify the water priorities of the Government and summarize them in a short report.  While the study should focus on Kazakhstan the connections with the water sector of Central Asian countries should also be taken into account;
• Suggest specific activities on the optimal role of the private sector in the water sector of Kazakhstan with the involvement of various stakeholders (private sector, university etc.); 
• Identify stakeholders (public and private and academic) that have an interest in addressing the key water challenges in the country;
• Organize consultation workshops to seek views from stakeholders;
• Define the structure of a Multi-Stakeholder Platform (MSP), that will involve the key stakeholders.  The purpose of the MSP would be to identify priority water activities and outline a plan on how these priority activities will be implemented through public-private partnerships.  While the MSP will define the activities to the undertaken, its actual implementation will be carried out by the Government and the public and private sectors.  The MSP will be led by the Government and will include representatives from the public, academic and private sectors, including the Bank and IFC.

Selection Criteria

The required skills and experience are as follows:

• Master’s or other degree in water resources management, economics, finance, and/or business strategy and sustainability.
• At least 8 years of relevant professional experience in designing collaboration and financing models. 
• Ability to work with senior government and business leaders, with a well-established network of partners in Kazakhstan and the region.
• Strong analytical skills to synthesize different perspectives into a unified framework.
• Outstanding verbal and written communication skills in English.
