Local recruitment: Permitting Ombudsman

The Department of Environmental Quality’s Office of Regulatory Affairs is seeking two qualified candidates to serve as Ombudsman. They provide technical and regulatory assistance to guide applicants through the DEQ permit process and ensure that permits are processed in an efficient and timely manner. These positions assist in the development and updating on a permit guidance brochure. The Ombudsman position provide early guidance, direction, and advice to the Virginia Economic Development Partnership for communication to interested economic development prospects. These positions research and evaluate policy and regulatory interpretation issues for proposed projects. Coordinate and attend meetings with project applicants, DEQ regulatory staff, and state/federal resource agencies to identify, discuss and resolve permitting requirements, fees, timelines and potential permitting challenges.

Minimum Qualifications

-Knowledge of state and federal environmental laws, regulations and permitting programs and -how they apply to economic development activities
-Knowledge of environmental protection principles, practices and issues
-Oral and written communications skills
-Analytical, organizational and negotiating skills
-Ability to apply agency regulations, policies and procedures

Preferred Qualifications:

-College education in civil and environmental engineering or the biological, physical, earth or environmental sciences
-MBA, Masters in Planning, or Law degree
-Experience as an real estate development or financial analyst, attorney or engineer in an environmental regulatory or permitting program
-Experience in obtaining permits from a state regulatory agency
