Why does the job exist?

The primary purpose of this position is to support the ISC’s mission of ensuring that the State of New Mexico maintains compliance with the water delivery requirements of the Rio Grande Compact. The position is the lead project manager within the ISC for the agency’s river maintenance and Technical Services Agreement with the US Bureau of Reclamation with the goal of improving water delivery, sediment transport, and protection of infrastructure. Secondary purposes of this position are to assist ISC senior level staff and management with other aspects of the Rio Grande Compact, including assisting with management of the San Juan-Chama offset program, Strategic Water Reserve, assisting with Compact accounting and other technical project management activities.

How does it get done?

1. Management of the Elephant Butte Delta Channel Project. This work involves supervision of specialty construction contractors in maintenance and construction of the Delta channel, ensuring compliance with applicable permits (Clean Water Act Section 404 and 401 (Water Quality Certification)) and the requirements of the Fish and Wildlife Service Biological Opinion, as well as preparation of periodic reports to the Intestate Stream Commission and for quarterly updates for the Rio Grande Bureau Accountability in Government Act quarterly reports. Functioning as the technical lead for Requests For Proposals for project work as necessary.
2. Under direction of supervisor and/or senior staff, co-manage State- and Federal-funded, on-the-ground projects with the Bureau of Reclamation that prioritize and implement water salvage and vegetation management within the Middle Rio Grande to benefit water delivery pursuant to Rio Grande Compact requirements.
3. Assist supervisor and/or senior staff with management of the San Juan-Chama Depletions Offset Program, implementing and maintaining standard protocols for administering this program, working closely with Office of the State Engineer staff.
4. Water operations and management – Assist supervisor and senior staff with water operations activities, interfacing with federal and state stakeholders, evaluating water management and reservoir operation decisions with respect to Rio Grande Compact compliance and serving the best interests of the State.
5. Serve as Rio Grande Bureau lead in critical hydrographic activities. Oversee and perform streamflow measurements at key stream gage locations using an acoustic doppler current profiler (ADCP) to help support water operations and management decisions.  Work with ISC Tribal Liaison to maintain agreements with tribal authorities, as needed.

The job is done to address the regulatory and policy requirements of the Interstate Stream Commission, its Director, and State Engineer; indirectly the job assists in providing regulatory certainty to Middle Rio Grande water users. The job provides technical and field support for maintaining compliance with the Rio Grande Compact.

Ideal Candidate

The Ideal Candidate will have the following experience:
1. Working with both technical and construction contractors.
2. Technical understanding of the concepts and methods of water balance and accounting, and evaluating the change in depletions from changes in vegetation, topography and water surface area.
3. Writing and evaluating technical memoranda.
4. Streamflow measurement concepts and methods, especially using an acoustic doppler current profiler (ADCP) instrument.
5. Water management and planning, collecting river and canal gaging data, supporting and conducting seepage runs, monitoring water levels.
6. Working with the public, stakeholders and collaborating efforts with teammates.
7. Evaluating contractor qualifications in response to a Requests For Proposals.

Minimum Qualification

Bachelor’s Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science Emergency Management or Engineering and four (4) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. Employment Requirements

This position requires the ability to drive a state vehicle. A New Mexico driver’s license and defensive driving certification will need to be maintained.

Working Conditions

State of New Mexico employees may be impacted by the Public Health Order dated December 19, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services (“CMS”), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination.

Work is performed in an office setting with extensive personal computer usage and telephone usage. Occasional work within flowing river channels. Occasional inclement weather, bugs, flora and fauna. Use of GPS, field water quality equipment, flow meters, ADCP, and other gaging devices needed occasionally. Safety equipment such as life vest required periodically. May be required to lift at least 40 pounds.  Travel may be needed periodically.
