The Field Support Team (FST) is a surge support mechanism for National Cluster Coordination Platforms (NCP) and non-cluster coordination mechanisms in locations with humanitarian WASH crises. The FST operates under the strategic aegis of the Global WASH Cluster (GWC) and to facilitate GWC member participation is implemented as a consortium, currently led by Action Contre la Faim (ACF), with membership from Oxfam, NCA, iMMAP and IMPACT. The purpose of the FST is to provide reliable and predictable support to NCP for effective and efficient coordination of the WASH response. The FST is composed of a surge team of cluster coordinators and information managers and an assessment specialist. Support is delivered through physical or virtual deployments, in which the FST staff are dedicated to an NCP for a given period, or via remote support that is delivered bilaterally to a specified NCP on a specified task or via a support service delivered to multiple NCP through online events, guidance, tools and capacity strengthening.

The WASH Cluster Coordinator for Helpdesk and Capacity Building / Strengthening position’s purpose is to provide surge support for NCPs as necessary and in line with NCP requests. To conduct capacity strengthening of NCP staff and coordination awareness raising of WASH partners in critical emergencies. In remote support, the position will take a lead role in “coordination” related helpdesk mechanism and work closely with GWC and FST to strengthen the delivery of the capacity development agenda including targeted trainings of NCP staff.

VOTRE POSTE ET VOS RESPONSABILITÉS

Your role is to coordinate or support the coordination of national platforms (national or sub-national EAH Cluster) in humanitarian emergencies directly or remotely.

Your responsibilities will include the following:

  •  Support or lead Wash Cluster coordination in crisis countries during UN deployments: support NCPs in implementation and emergency processes
  • Provide state-of-the-art support to Country Coordination Platforms: direct and remote support, well-functioning Helpdesk mechanisms, etc.
  • Ensure the capacity building of the National Coordination Platforms: needs identification, awareness raising, capacity building, training…
  • Contribute to Global WASH Cluster projects and tools development as well as remote support to national coordination platforms

VOTRE PROFIL

  • Advanced degree/diploma in WASH, Project Management, Engineering or equivalent, 
  • Excellent language skills in English and French; knowledge of another language (Arabic, Spanish, Portuguese) is an advantage
  • Demonstrated experience in WASH coordination (working within a cluster/sector), 
  • Experience in managing WASH humanitarian projects (minimum 5 years), 
  • Experience working in remote and/or insecure environments, 
  • Excellent leadership and negotiation skills, 
  • Ability to travel on short notice, and in sometimes difficult conditions, good resilience and stress management 

VOS CONDITIONS D’EMPLOI

  • Status : “Cadre autonome” – Fixed term contract – Full time
  • Location : Montreuil (Seine-Saint-Denis) – 60% of the time in the field.
  • Salary conditions :
    1. From 39 to 44K€ gross per year over 13 months according to experience
    2. 25 days of paid leaves + 19 days of RTT 
    3. Health and insurance coverage: 80% paid by ACF
    4. Transport: 50% of the fixed price between home and work is covered 
    5. Meal vouchers : 60% paid by the association for a value of 8€.
    6. Cluster bonus : 1250 € gross/month
  • Remote work: Open to all and from the metropolitan territory, our telecommuting policy defines the activities of the position requiring an imperative time of presence at the headquarters of the association, and allows you to choose to fully or partially exercise the rest of this time in telecommuting. Time spent at the head office will also be dedicated to collective sharing: 3 days per month on average for meetings and collective events and 2 days of compulsory presence when a new collaborator joins the team.
