1.                Purpose of Activity/Assignment:

The WASH & CCES Partnership Management and Field Monitoring Consultant will play a critical role in ensuring effective partnership management, monitoring the delivery of supplies, and providing supportive supervision. The Consultant will oversee the review of partners involved in UNICEF-WASH programs, taking into consideration programmatic and financial aspects. The consultant will also monitor the delivery of supplies and provide supportive supervision in Andhra Pradesh, Karnataka, and Telangana. Regular review of programmatic and financial aspects is essential to partnership management for both government and CSOs. As such, the consultant will attend review meetings and conduct concurrent monitoring of financial and physical progress. This is to ensure that all necessary reports are submitted in a timely manner, as required by UNICEF. To enable timely delivery of quality supplies, the consultant will conduct field visits to partners’ delivery sites. These visits will also provide an opportunity to monitor progress and achievements of flagship programs such as SBM 2.0, JJM, WASH in Institutions which is being requested by Governments. Additionally, the consultant will provide supportive supervision for various WASH programs and activities initiated by UNICEF-HFO.

2.                Scope of Work:

Meeting the global commitment to fulfill every child’s right to water, sanitation, and hygiene is an ongoing challenge at policy, administrative, and community levels. While all three states have achieved Open Defecation Free (ODF) status in 2018 based on baseline data from 2012-2013, they are now focused on becoming ODF plus based on government of India and state guidelines by 2024. Similarly, the states have made good progress regarding coverage of WASH facilities and services in institutions such as Anganwadis, schools, and health centres. According to UDISE 19-20, more than 90% of schools were covered with functional toilets, and as per JJM MIS as of October 10, 2021, all schools are covered with drinking water at their premises.

The government of India and states have issued numerous guidelines for WASH programs, and there is potential for improvement in focusing on processes and outcomes. While financial considerations and activities drive WASH programs, there is room for greater emphasis on monitoring outputs and outcomes, as well as prioritizing Social Behaviour Change Communication interventions. Additionally, it is important to prioritize hygiene behaviours such as safe disposal of child faeces, handwashing with soap, Menstrual Hygiene Management, and more. To achieve these goals, the departments, and institutions responsible for WASH facilities and services need more skills and knowledge to achieve their goals. They should work on developing sector strategies and policies, creating useful information, training important people, tracking outcomes, maintaining Open Defecation Free status, providing safe water to rural homes, managing waste, promoting good hygiene habits, and more.

Rationale

A Partnership Management and Field Monitoring Consultant is needed to manage partnerships, monitor supply delivery, and provide supportive supervision for WASH programs in Andhra Pradesh, Karnataka, and Telangana. The consultant will review partners, attend meetings, conduct field visits, and provide supportive supervision to ensure the success of the programs. S/he will use a developed template for field visits and oversee flagship programs such as SBM 2.0 and JJM. The consultant is required to effectively manage and monitor the programs and partnerships.

3.                Objectives

The Partnership Management and Field Monitoring Consultant will work to achieve the following objectives:

1.                Ensure effective partnership management for UNICEF-WASH programs in Andhra Pradesh, Karnataka, and Telangana.

2.                Monitor the delivery of supplies and provide supportive supervision to partners involved in UNICEF-WASH programs.

3.                Provide supportive supervision for all UNICEF’s WASH programs; and monitoring progress and achievements of flagship programs such as SBM 2.0, JJM and WASH in Institutions

4.                Major tasks to be accomplished:

The consultant will provide support in partnership management for UNICEF-WASH programs in Andhra Pradesh, Karnataka, and Telangana from July 2023 to December 2025. The support will be in monitoring physical and financial progress; delivery of supplies; and supportive supervision to partners to ensure the successful implementation of UNICEF’s WASH programs. The main tasks include:

Partnership Management support

Manage partnerships effectively by participating in partner reviews to monitor physical and financial progress and ensuring that reports are submitted to UNICEF in a timely manner. Conduct visits to partners on both financial and physical progress. Also, builds the capacity of the partners related to programmatic reporting and financial reporting through one-to-one sessions. Submits visit, capacity building and monitoring reports. Facilitate the timely submission of reports by partners to UNICEF.

Field Monitoring of SBM and JJM programme and reporting

For the effective implementation of the national flagship programmes, Government has requested UNICEF to conduct field reviews, identify bottlenecks and challenges in the field and provide feedback. Challenges and the bottleneck may vary from one location to another due to many reasons, including some of the confounding factors. Thus consultant will conduct field and monitoring visits, develop monitoring and field observational reports which identifies the challenges, bottlenecks, and achievements from the field and submit timely report, it would facilitate the concerned officials and department in bridging the implementation gap.

9.                Minimum Qualifications required: Masters

Postgraduate degree in water and sanitation or related social science fields

Years of Experience/Knowledge/Expertise/Skills required:

  • A post-graduate degree in finance, commerce, management, or monitoring and evaluation studies is required.
  • Minimum of 5 years of experience in the developmental sector.
  • Minimum of 1 year of experience in donor management and fund management is required.
  • 3-4 years of experience in program, policy, and advocacy-related work is desirable.
  • 2-3 years of experience working with government, international, or UN agencies on large WASH or allied projects is desirable.
  • Previous experience working with sector flagships (SBM & NRDWP/Jal Jeevan Mission) and allied projects (SSA, TSP, Bal Swachhta Mission & NRHM) on WASH at the state level is considered an additional and desirable qualification.
  • Good communication and presentation skills in English and one of the local languages (Telugu/Kannada).
  • Fluency in spoken and written English and Telugu/Kannada is an essential qualification for this assignment.
  • Should be proficient in using computers and the internet.
  • Should have their own laptop, vehicle, camera, and other communication facilities.
  • Proficiency in computer and internet use is required.

Qualifying score in technical evaluation is 56 out of 75 marks

B) Financial Proposal (25 Points)

Only short-listed candidates will be called for written test/interview (if applicable). In order to get shortlisted for interview, candidate needs to obtain 70%. The Overall qualifying marks for technical evaluation are 70% of the total that is 56.

11.             PAYMENT SCHEDULE

An invoice to be submitted to UNICEF along with the deliverable report. Payments will be linked to deliverables and made only for those deliverables received and accepted by UNICEF.   Payments will be made to consultant based on completion of agreed deliverables.

12.             PERFORMANCE REVIEWS

A systematic annual performance review is being undertaken and accordingly forms will be filled with scores and comments. Accordingly, evaluation criteria and indicators have been aligned with the scope of work.
