The Department of Environment and Climate is seeking a qualified individual to fill the Licensing Hydrogeologist position within the Drainage and Water Rights Licensing Branch. - Must possess and maintain a valid full stage Class 5 Manitoba Driver’s Licence
- Must provide a satisfactory Criminal Record Check
- Must be willing and able to travel throughout Manitoba on occasion
- Must be willing and able to work overtime as required
- Must be physically capable of performing the duties of the position, including walking over rough terrain, lifting up to 50 lbs, working outside in adverse weather conditions, and loading/unloading all-terrain vehicles
Qualifications:
Essential:
- University degree in physical geography, geology or geological engineering ideally with coursework in hydrogeology and be registered with Engineers Geoscientists Manitoba or equivalent provincial association.
- Must be a member of Engineers Geoscientists Manitoba or equivalent associations in Canada.
- Experience using Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Access) or equivalent software applications.
- Excellent verbal communication skills with the ability to communicate technical information.
- Strong written communication skills.
- Experience and/or training in the application of hydraulic and hydrologic principles related to water management, which may include experience with groundwater resources planning/groundwater source development/groundwater use project evaluation.
- Ability to work independently with strong organizational and time management skills, including the ability to prioritize workloads, multi-task, and work on concurrent assignments with strict deadlines.
- Strong analytical, problem solving and decision making skills.
Desired:
- Strong interpersonal skills including the ability to work in a team environment, and with a variety of stakeholders.
- Experience and/or training with conflict resolution.
- Training and/or experience using and interpreting topographical surveys and aerial photography, and working with Geographic Information Systems (GIS) (specifically ArcGIS) and/or GPS.
- Knowledge and/or experience with The Water Rights Act and Regulations or equivalent and ability to enforce legislation.
- A supplementary course in Hydrogeology or direct work experience in Hydrogeology will be an asset.
Duties:
The water use licensing process is the principle mechanism for ensuring the sustainable development of the province’s water resources for beneficial purposes. Water use licensing is conducted in accordance with the provisions of The Water Rights Act and its regulations. The Licensing Hydrogeologist will support the effective and efficient delivery of regulatory services to ensure the sustainable use and allocation of Manitoba’s groundwater resources for domestic, municipal, agricultural, industrial, irrigation and other purposes, in accordance with The Water Rights Act and Regulation. Primary outputs include: recommendations concerning groundwater allocation planning; preparation of draft permits and licences; investigates complaints and recommendations concerning compliance and enforcement measures; maintenance of detailed licensing spreadsheets for groundwater sources to facilitate groundwater allocation and licensing; and input on policy/procedure development. The incumbent must be willing to engage the public as required to accomplish the duties of the position.
