Project: “Support to the Secretariat of the Global Covenant of Mayors for Climate and Energy”

Main purposes: To strengthen the impact and the coherence of the Global Covenant of Mayors initiative, by providing support mainly to four areas of activities: – Global-regional coherence (Task 1) – Communication (Task 2) – Data management (Task 3) – On-demand support (Task 4).

Expert profile: Junior Non-Key Expert – Flood Management/Water Management Expert

The JNKE on Flood Management/Water Management is expected to significantly contribute to the provision of support services in the respective field for countries either already serviced by GCoM Regional / National Covenants (Task 1), or not yet benefitting from it (Task 4). 

1.1 Ensure overall coordination of the GCoM initiative, by engaging R/N Covenants and GCoM partners in the global alliance’s workflow and initiatives at central as well as regional level
a.    Contribution to the organisation of the GCoM open house, especially for discussion on topics of flood management and water management.
b.    Support the helpdesk of helpdesks operation, especially for technical queries related to the field of flood management and water management.  In this framework, potential contribution to the Global Exchange Calls (monthly coordination meetings) with a relevant presentation on the topic could be envisaged.

Task 1.2. GCoM services for building capacities in R/N Covenants teams. Support the global and regional exchange of expertise and good practices
a.    Development of capacity building material and contribution to online webinars or other e-learning activities in the topic of flood management and water management.
b.    Contribution to the 2nd level validation of CAP’s activities on flood management if considered necessary.

Task 1.3: GCoM services for Technical Assistance on CAPs implementation
a.    Technical Assistance support and inputs for the development of pre-feasibility studies of projects/ actions regarding flood management and water management, already available in existing CAPs. 
b.    Participate/contribute to the country-based vertical integration process on NDCs’ implementation, on topics regarding flood management and water management.

Task 4.1 Helpdesk
a.    Address any helpdesk requests and methodological queries in the field of flood management and water management.

Task 4.3 Capacity Building and Technical Assistance
a.    Contribution to the development and the delivery of the capacity building activities on flood management and water management, as well as how these should be addressed within the CAPs’ elaboration, tailored to the needs of each one of the countries not serviced by GCoM.
b.    Adaptation of GCoM materials or methodological tool, guidelines, etc. on flood management and water management to the context and needs of non-covered regions, where considered applicable.
c.    Provision of technical assistance on the field of flood management and water management to the selected cities in non GCoM serviced countries for the development of their CAPs (estimated number of cities is around 40). Technical assistance will be offered across all sections of the CAP, namely:
•    establishment of the vision (including target setting) and the governance structures needed
•    BEI consumption/emission data and the establishment of the national methodological approach for their identification / estimation, based on the availability of statistical data and studies
•    Risk and vulnerability assessment
•    identification of the mitigation /adaptation / energy access actions
•    indicators to implement and monitor the CAP’s implementation
Frequent communication with the respective contact person appointed for a number of municipalities will be carried out, while the consultation process with the civil society will be supported where requested.
d.    Technical assistance for the development of pilot projects related to flood management and water management, and contribution and support to other pilot projects (approximately 16-18 in total, projects on flood management/water management are expected but not possible to identify their number at this stage), where considered relevant. Specific steps include:
•    Contribution to the identification of the criteria for the selection process of the promising actions to be further developed.
•    Review and evaluation of all the flood management/water management projects included across all CAPs developed under Task 4, in line with the criteria set above.
•    Technical support for the development of the selected projects in the specific field up to the pre-feasibility stage.
•    Contribute to facilitation process for access to financing.

Qualifications and Skills

  • University degree at a master’s level in a discipline relevant to the subject of the project: flood management, water management, civil engineering, hydrology engineering, or a relevant discipline to flood management. Or alternatively 2 years of full-time proven relevant experience additional to the requested minimum of 5 years full-time proven post-graduate relevant experience to this assignment.
  • Minimum of 2 years full-time proven post-graduate relevant experience to this assignment.
  • Fluency in English, desired fluency in French or Russian, excellent drafting skills.
  • Basic understanding of the full project cycle development.
  • Demonstrated ability to manage multiple tasks and deliver outputs within specified time frames.
  • Demonstrates detail orientation, proactive attention to outcomes and expectations, and ability to understand and effectively use information and data.
  • Willing to travel during the project’s implementation when required.
  • Ability to work in a team and as an individual.
  • Strong analytical, communication and interpersonal skills.
  • Inter-cultural sensitivity.
  • Full Computer Literacy.
  • Good knowledge of internet and web communication systems and tools. 

General professional experience

  • Minimum of 5 years of working experience in water and flood management-related thematic areas at a local, regional or national level;
  • Minimum of 5 years of working experience in international cooperation development projects, in particular climate change, urban development or disaster risk reduction sectors.

Specific professional experience

  • Previous working experience in collaboration with cities and local governments for the development of actions addressing flood management and water management.
  • Previous capacity-building experience in flood management and water management issues.
  • Previous experience in regions like Central Asia, Africa, Middle East, East Asia, will be appreciated.

Timing and duration of the assignment
The indicative period of mobilization is as of January 2023 to September 2024, for a total amount of 100 working days. The starting date will be after written approval issued by the Contracting Authority. 

Civil servants and other staff currently employed by public administrations of the beneficiary countries are not eligible to apply as experts. Experts must be independent and free from conflicts of interest in the responsibilities defined by the Terms of Reference.
