Objective and Purpose of the Assignment

The consultant is being recruited to enhance capacity among key government counterparts in the
Agriculture, Natural Resources and Rural Development Sector for strategic planning, institutional
capacity, and policymaking under Output 3 “Capacity Building and Advisory Support Provided” of the ADB
facility transaction technical assistance (F-TRTA). Details of the F-TRTA can be found at https://www.

The contract may be extended depending on the requests and requirements of the government and the F-TRTA.

Scope of Work

The specialist will prepare selected thematic analysis, sub-sector or sub-regional, to support strategic
planning. Will provide institutional capacity building and policy advisory analysis, support, and
training. Will identify best practice, high-level technology opportunities, and holistic and climate-
resilient irrigated agriculture development. Lead coordination and teamwork between ADB, government
counterparts, and other recruited individual specialists under the F-TRTA (e.g. high efficiency
irrigation system specialist, groundwater specialist, agri-business farms value chain development
specialist, and irrigation agronomist).

Detailed Tasks and/or Expected Output

The tasks are expected to include but not be limited to the following:
(i) Review final inception report and finalize draft report on the review of integrated water resources
management (IWRM) frameworks in Punjab and Khyber Pakhtunkhwa (KPK) provinces.
(ii) Prepare updated and enhanced consolidated short-, medium- and long-term IWRM plans in Punjab based
on plans prepared under earlier ADB technical assistance. Recommend associated institutional mechanisms
for operationalization and coordination mechanism.
(iii) Prepare a sub-sector roadmap for more effective implementation of IWRM in KPK. Non-structural
investments and policy, institutional, and other actions will be identified and elaborated.
(iv) Prepare plans for enhanced institutional development/engagement in Punjab and KPK under future
programmatic ADB investments in view of new water policies and institutional changes.
(v) In KP, prepare framework for canal command areas digitalization including land use, water, crops,
and farmers which will serve multiple purposes for digital access to advisories, services, microfinance
credit, water fee collection, and others.
(vi) Review and propose upgrading plan of Punjab Irrigation Research Institute and suggest
implementation mechanism
(vii) Prepare proposal for strengthening of the proposed Water Management Training Institute, Peshawar
(viii) Plans for strengthening Punjab and KPK institutional capacities (e.g. Water Resources Commission
and Regulatory Authorities) so that the new Water Act can be implemented effectively
(ix) In Punjab and KP, support groundwater specialist in (i) reviewing and/or preparing groundwater
management plan, particularly groundwater monitoring, (ii) suggesting marginal quality groundwater, and
(iii) suggesting measures to control salt-water intrusion into sweet acquirers. Recommend associated
institutional arrangements.
(x) In coordination with groundwater specialist, review institutional arrangements for groundwater
management in Punjab and KP and prepare report suggesting measures for effective institutional
arrangements for groundwater management plan implementation.

Minimum Qualification Requirements

The specialist should have a master’s degree in water resources or a related discipline and have at
least 15 years of water resources development experience for canal irrigated agriculture systems
institutional development. Ability to bring advanced practices and lessons learned from beyond the
region a benefit. Regional or experience in Pakistan will be preferred.
