USAID Project Background:

The five-year (2023-2028) USAID Sustainable, Transformational, and Accessible Water Interventions (STAWI) Activity will work alongside county governments across nine counties to advance water security for social, economic, and environmental needs, helping to reverse historic neglect and enabling USAID and the Government of Kenya to achieve their ambitious objectives for inclusive economic growth while building resilience to the region’s unique shocks and stresses. At the end of five years, targeted county governments, water service providers (WSPs), and water users will have the information, incentives, and partnerships to identify and address barriers to a water-secure future among the most water-stressed and vulnerable communities in Kenya.

The activity is actively working toward four objectives:

· Objective 1: Improve governance of water resources and services

· Objective 2: Increase sustainability of water service delivery

· Objective 3: Improved management, efficiency, and equitable access to water used for productive purposes

· Objective 4: Improved collaboration and learning across stakeholders and strengthened capacity of county governments for learning and adaptation

Objectives of the assignment

Serve as the principal local representative of the STAWI regional interventions, managing county liaisons, activities, and operations, ensuring proper daily communication with the Deputy Chief of Party at the regional level, and contributing to broader strategic, technical, and operational matters at the national level. S/he will be based in the Isiolo County Water Office managing activities within that county and overseeing County Liaisons embedded in Garissa, Marsabit, Samburu, Turkana, and Wajir.

The embedded Regional Coordinator will serve as the day-to-day STAWI presence at the county level, ensuring that the STAWI team is intimately familiar with the specific actors, challenges, and opportunities in each county and can tailor support to facilitate the achievement of county-driven priorities. In addition to supporting county officials, they will serve as the main contact for WASCOs, water enterprises, community groups, and private sector actors in each county. S/he will also meet frequently with the field staff of other donor-funded projects working in related sectors, such as the Swiss Development Cooperation-funded Kenya RAPID Plus program. They will oversee and coordinate all task activities in their counties.

The Regional Coordinator will hold regular weekly check-ins with the Liaisons in their region, support them in addressing challenges, and ensure knowledge exchange between counties. The Regional Coordinator and County Liaisons will convene with other STAWI staff as a group in Nairobi annually for pause-and-reflect and work planning meetings. The Regional Coordinator will maintain regular weekly communication with the DCOP to ensure that the team in Nairobi is closely connected to activities happening at the county level.

Tasks & Responsibilities

  • Coordinate activities in each region and manage 5 County Liaisons.
  • Support water governance efforts and stakeholders at the regional level.
  • Identify and help mobilize project resources and short term technical assistance against needs.
  • Collect and relay county-specific updates on operating environment, potential stressors, etc. and ensure lessons and best practices are shared among counties.
  • Serve as STAWI presence at the county and subcounty level, working with County Water Offices, WASCOs, water enterprises, communities, and other stakeholders.
  • Support water governance efforts at the county level.
  • Coordinate and oversee county-specific activities implemented by STTAs, consortium members, and grantees.

Qualifications

  • Bachelor’s degree in water; hygiene; environmental management; public policy; natural, earth, or physical sciences; business administration; or a related field (master’s degree preferred)
  • 8 years of experience managing donor-funded water, sanitation, agriculture, sustainable livelihoods, community development, local governance, civil society, or emergency/humanitarian assistance programs.
  • 5 years of management experience, coordinating project implementation and reporting to ensure that deadlines and targets are met.
  • Strong facilitation skills with government, civil society, private sector, and community partners.
  • Expertise in project operations and financial management.
  • Excellent interpersonal skills, including a track record of successful coordination and effective working relations with a wide range of stakeholders (e.g. vendors, service providers).
  • Extensive experience working in northern Kenya, especially Garissa, Marsabit, Samburu, Turkana, and Wajir.
  • Strong communication skills both written and oral in English.
