Project Background:
The Projet Paysages Résilients—Nord (Haiti Resilient Environment—North) Activity, or HRE-N is a five-year initiative to strengthen communities, local systems, and climate resilience in Haiti’s Northern Resilience Focus Zone; it will protect and restore ecosystem services using a community-led watershed management approach that fosters sustainable productivity—through interventions such as enhanced agroforestry and soil conservation techniques—and economic inclusion.
The activity will strengthen a range of integrated resilience capacities in three focal sub-watersheds to build and protect productive assets and investments in the environment, sustainable livelihoods, social cohesion, and local systems. Combining shock-response approaches, risk mitigation, coordination with local early warning and response mechanisms, and long-term adaptation strategies, the activity will take a holistic approach to Haiti’s many challenges, which include climate change and extreme weather events, the effects of the COVID-19 pandemic, the resurgence of conflict and violence, and generally weak governance systems.
Position Description:
The Objective 2 (O2) Lead: Sub-Watershed Management will work with households, community groups, CBOs, producer groups, and Sub-Watershed Management Committees to design and implement interventions that improve NRM and build restored and resilient watersheds. S/he will also help sub-watershed households and communities to view the sub-watersheds as an asset to be sustainably managed and that ultimately can become more productive.
Key Duties and Responsibilities:
- Provide an overall vision for O2 activities, results and outcomes in collaboration with PPR-Nord’s technical team and, especially, the other objective leads.
- In collaboration with sub-watershed communities and other local stakeholders, design, develop and implement long-term sub-watershed visions and plans.
- Supervise the O2 team and provide management oversight for the implementation of O2 activities.
- Working with the sub-watershed coordinators and O2 Specialists, ensure quality technical development and implementation of O2 activities focused on, for example, land use analysis and mapping, erosion control, reforestation, landscape restoration, climate-smart and conservation agriculture, and agroforestry.
- Contribute to PPR-Nord’s technical deliverables, e.g, annual workplans and reports and quarterly progress reports.
- Coordinate and collaborate with other stakeholders and projects implementing income-generation activities in northern Haiti, especially USAID-funded projects, e.g., the HRASA project, and build local partnerships with both government and private sector entities.
- Perform other tasks as assigned.
Qualifications:
- University degree in natural resource management, watershed management, forestry, agroforestry, soil conservation/management, or related field is required.
- Minimum of 10 years’ experience managing international development projects, including technical qualifications in a natural resource management-related field, and project implementation.
- Demonstrated abilities to lead/motivate a multidisciplinary team.
- Experience working on USAID or other international donor-funded programs.
- Previous work experience and knowledge of the conditions in rural northern Haiti or in other rural areas in Haiti.
- Strong knowledge of the environment and economic growth sectors, and the key players in these sectors.
- Forward-thinking individual with demonstrated ability to work with a dynamic team/project in a challenging environment.
- Computer literacy and demonstrated proficiency with Microsoft Office programs.
- Fluency in French and English to include excellent written and oral communications skills.
