Regional Team Director, USAID/Ethiopia Urban WASH Activity

Chemonics International, Inc., is a US-based international development consulting company, operating in over 95 countries, that is implementing the USAID funded Urban Water, Sanitation, and Hygiene (WASH) project in Ethiopia.

Chemonics seeks a Regional Team Director for the USAID Urban Water, Sanitation, and Hygiene (WASH) Activity. The purpose of this Activity will be to support accelerated access to safe, adequate, inclusive, and resilient WASH services targeting urban and peri-urban areas. The Activity will work to achieve this through four complementary objectives: 1) Enable and professionalize WASH service providers; 2) Foster markets for pro-poor and inclusive WASH services; 3) Strengthen WASH planning, budgeting, and service delivery oversight; and 4) Strengthen accountability among urban WASH sector actors.

The Regional Team Director will be responsible for managing each of the regional teams in Dessie, Jijiga, and Hawassa to engage and strengthen the capacity of stakeholders in all cities covered under the Activity. The Regional Team Director will provide strategic leadership and responsibility for administrative requirements of the contract, ensuring that the key performance indicators, objectives, and deliverables are met.

This position will report to the Chief of Party (COP) and be based in Addis Ababa, Ethiopia with frequent travel to regional team offices in Dessie, Jijiga, and Hawassa. We are looking for individuals who have a passion for making a difference in the lives of people around the world as well as demonstrated capacity building expertise; experience supporting projects to achieve scale and objectives; and experience building relationships.

Responsibilities:

  • Provide overall program leadership, strategy development, management, and oversight, and drive technical direction;
  • Serve as a key regional liaison to USAID, implementing partners, host country governments, project stakeholders, and counterparts;
  • Provide overall leadership and supervision of key operational and technical departments and sub-awardees across multiple offices;
  • Responsible for the overall strategy and direct implementation of project activities within a specific region and liaises with program directors and project teams to ensure technical coordination;
  • Oversee operations of the project regional offices in accordance with the policies and procedures established by Chemonics management, including human resources, procurement, grants, finance and administration, and subcontracting;
  • Ensure the use of appropriate management tools to plan, organize, and monitor costs and resources to achieve project objectives;
  • Oversee the regional programs’ work planning, budget, performance management, monitoring and evaluation, and strategic communications to ensure that all project assistance is technically sound and appropriate;
  • Identify and mitigate potential issues and risks related to project implementation in a timely manner and drive appropriate programmatic adjustments;
  • Other tasks as required; and
  • Oversees regional teams in Dessie, Jijiga, and Hawassa. Reports to the Chief of Party (COP).

Qualifications:

  • Minimum of 10 years of demonstrated experience WASH and international development on USAID funded programs;
  • Master’s degree in relevant field or an equivalent combination of education and work experience in a relevant field;
  • Track record of progressive responsibility, including at least eight years providing senior-level leadership (e.g., Project Director, Chief of Party, Deputy Director) to programs of similar scale, scope, and complexity;
  • Strong ability to collaborate and build partnerships with host country governments, U.S. government agencies, donor agencies, international organizations, and the private sector
  • Demonstrated leadership, versatility, and integrity;
  • Proficiency with common office software such as Microsoft Office Suite;
  • Experience working in Ethiopia preferred;
  • Fluency in English with excellent oral and written communication skills required; proficiency in Amharic highly preferred.
