Mission and objectives
The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias or favoritism. To the degree that any child has an unequal chance in life — in its social, political, economic, civic and cultural dimensions — her or his rights are violated. There is growing evidence that investing in the health, education and protection of a society’s most disadvantaged citizens — addressing inequity — not only will give all children the opportunity to fulfil their potential but also will lead to sustained growth and stability of countries. This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.

Context
UNICEF as the leading United Nations child rights mandated organization is working with the Government of Afghanistan and other implementing partners to fulfil every child’s right to Water. Within this, Access to sustainable (Water supply, Sanitation and Hygiene) WASH facilities are prioritized in the 2015-2023 Afghanistan Country Programme. UNICEF WASH program provides support to vulnerable children and their parents to get access to safe drinking water and sanitation facilities. UNICEF CR is closely working with local partners as per the Rolling Work Plan (RWP) 2022- 2023 to support deprived schools, health facilities and water scarce communities to have access to safe drinking water supply, sanitation facilities and individual and collective adoption of appropriate hygiene practices Rolling Work Plan (RWP) reference numbers are 0060/A0/07/882/009 and 0060/A0/07/882/008 output 3. Deprived Schools and health facilities empowered to collectively adopt positive WASH practices and access appropriate WASH facilities and services including Menstrual Hygiene
Management (MHM) for adolescent and pre-adolescent girls and output 2. Deprived and water scarce communities have increased capacity and systems in place to ensure and sustain open-defecation-free status, access to and use of at least basic drinking water supply, and individual and collective adoption of appropriate hygiene practices).
