The Department of Conservation and Recreation manages one of the largest and most diverse state parks systems in the nation and protects and enhances natural resources and outdoor recreational opportunities throughout Massachusetts. DCR is a dynamic agency, and is one of the largest park systems in the nation. The DCR system includes over 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, skating rinks, golf courses, trails and parkways.

The Department of Conservation and Recreation is seeking qualified candidates for the position of Environmental Analyst III.

GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES

This position will perform professional environmental analysis of Wachusett and Sudbury Reservoir watersheds to help locate and control sources of environmental pollutants in accordance with applicable laws, rules, regulations, standards, and sound environmental principles and practices.  Perform various activities associated with environmental quality assessments including field inspections, threat tracking, data entry, implementation of recommendations, and preparation of reports.  This position will take a lead role in public education and outreach efforts related to stormwater control, agriculture, dog waste, and other water quality issues and will develop and implement training programs for Division staff, town employees, and officials.. May include supervision of one or two direct reports.

 DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES

Writes memoranda, letters, and technical or general reports concerning the environment to provide information and makes recommendations regarding such matters as public and private water supplies, environmental pollution control surveys and inspections, and the status of projects.

Participate in meetings and/or conferences with agency staff, contractors, and interested parties on environmental issues such as air, water, soil, and wetlands impacts, and public health effects; and advise interested parties on agency regulations.

Assist in determining compliance with applicable laws and standards and recommend enforcement actions and corrective measures.

Recommend operational strategies for dealing with compliance and enforcement in public health and environmental protection. Investigate violations of environmental regulations in Wachusett and Sudbury watersheds and make recommendations to protect water quality.

Compile information on water quality, land cover, demographics, and all known and suspected water quality threats and prepare annual Environmental Quality Assessment Reports; assist with other Division reports as needed.  

Serve as a resource and point of contact for PFAS related water quality impacts.  

Identify/inspect all agricultural operations and oversee the collection of information on hazardous materials storage, underground and above ground storage tanks, and any hazardous waste spills and subsequent remediation efforts.

Work with watershed towns to implement reasonable and effective stormwater management under revised MS4 permit and take lead role in development of programs training for municipal employees.

Develop and disseminate comprehensive program of public and education and outreach regarding stormwater and water quality topics.

In the field monitoring for pollution sources on public and private lands,  inspecting agricultural operations; collection of information with iPads,  and some stream sampling possible.

Other duties as needed.

This is a hybrid work eligible position, where a portion of the time will be spent in the field or office and a portion working remotely.  However, we anticipate given the field work requirements of the job, that a candidate would spend on average 3 days per week in the field/office.

PREFERRED QUALIFICATIONS:

Familiarity with the MA Wetlands Protection Act and EPA NPDES program

Proficiency with Microsoft Office Suite

Proficiency with ArcGIS Survey 123 and field maps

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below. 

Substitutions: 

I. An Associate’s degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology,. natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* 

II. A Bachelor’s degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.*

III. A Graduate degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* 

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
