Summary

The incumbent is a Research Biologist/Hydrologist/Physical Scientist assigned to the Soil Drainage Research Unit, Columbus, OH. The incumbent is expected to develop and lead a research program to understand biogeochemistry processes and interactions of weather, stream hydrology, soil, and land use management on nutrient cycling and transport within freshwater ecosystems of the poorly drained, cool humid region of the Midwest U.S.

Duties

  • Apply innovative laboratory, field, and in-stream scientific approaches/methods to understand biogeochemistry processes within agricultural headwater ditches and streams.
  • Develop and evaluate management practices/approaches to address nutrient cycling and environmental concerns.
  • Synthesize the findings into practical management decision support systems/tools/models for land use managers and conservationists.
  • Develop and maintain partnerships with stakeholders that include federal, state, and local governments, non-government organizations (NGOs), and private landowners and cooperators to successfully lead the research program.
  • Publish research results in peer reviewed literature and present findings at regional and national scientific meetings.
  • Provide technical supervision to laboratory and/or field technicians and support staff.

Qualifications

Minimum qualification requirements are found in the OPM Qualification Standards Operating Manual for General Schedule PositionsQualification requirements must be identified for each grade level advertised.

General Natural Resources Management and Biological Sciences Series, 0401
Basic Requirements:

  1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

  1. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

Hydrology Series, 1315
Basic Requirements:

  1. Degree: physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels.

OR

  1. Combination of education and experience: course work as shown in A above, plus appropriate experience or additional education.

Evaluation of Experience: Acceptable experience must have included performance of scientific functions related to the study of water resources, based on and requiring a professional knowledge of related sciences and the consistent application of basic scientific principles to the solution of theoretical and practical hydrologic problems. The following is illustrative of acceptable experience: field or laboratory work that would require application of hydrologic theory and related sciences such as geology, geo-chemistry, geophysics, or civil engineering to making observations, taking samples, operating instruments, assembling data from source materials, analyzing and interpreting data, and reporting findings orally and in writing. In some cases, professional scientific experience that is not clearly water resource experience may be acceptable if such experience was preceded by appropriate education in hydrology or by professional hydrology experience.

Applicants with related experience in hydrology gained through earlier Federal Government employment might have gained that experience in one or more occupational series. Such series include Soil Conservation, GS-457; Forestry, GS-460; Soil Science, GS-470; Civil Engineering, GS-810; Chemistry, GS-1320; Meteorology, GS-1340; and Geology, GS-1350. Comparable non-Federal experience may be given similar credit.

General Physical Science Series, 1301
Basic Requirements:

  1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

  1. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Additional Requirements:
In addition to meeting the basic requirements described above, applicants must also meet additional qualification requirements as stated below.

GS-12: Applicants must demonstrate at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service or possess a Ph.D. or equivalent doctoral degree or possess an equivalent combination of graduate level education and experience. Graduate education must be directly related to the work of the position and must have equipped applicants with the knowledge, skills, and abilities necessary to do the work.

Specialized experience is experience directly related to the position to be filled. The specialized experience requirements for the GS-12 level of this position are:

  • Conducting and synthesizing research related to the field-scale biogeochemistry processes and interactions of weather, field/stream hydrology, soil, and land use management on nutrient cycling and transport in agricultural ditches and streams; AND
  • Publishing research results in peer-reviewed scientific journals; AND
  • Presenting research findings at scientific conferences or academic meetings, either in person or virtually.

GS-13: Applicants must demonstrate at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service. Specialized experience is experience directly related to the position to be filled. The specialized experience requirements for the GS-13 level of this position are:

  • Conducting and synthesizing independent research related to the field-scale biogeochemistry processes and interactions of weather, field/stream hydrology, soil, and land use management on nutrient cycling and transport in agricultural ditches and streams; AND
  • Publishing research results in peer-reviewed scientific journals; AND
  • Presenting research findings at scientific conferences or academic meeting, either in person or virtually; AND
  • Experience supervising staff to accomplish research objectives.
