Main Purpose of Job

The Environmental Program Manager I will serve as the Section Head of the Chesapeake Bay Restoration Section and will supervise analytical staff, Natural Resources Planners working on technical projects related to the Chesapeake Bay restoration, with a focus on the Chesapeake Bay Total Maximum Daily Load (TMDL) Accountability Framework which involves the development of technical portions of Maryland’s Watershed Implementation Plans and two-year milestones as well as the tracking of progress toward meeting nutrient reduction commitments. The incumbent will oversee quantitative analyses to make recommendations to WSA’s management related to Bay policy, as these relate to control measures for stormwater, wastewater, septic systems, agriculture, and natural land. The incumbent in this position will also manage the Chesapeake Bay Restoration and Accountability Program (CBRAP) grant administered by the Chesapeake Bay Program Office in Annapolis.  Responsibilities include grant application development, project allocations, working with fiscal services on budget, and adhering to EPA grant guidance. The incumbent will also work to integrate elements of MDE’s climate resilience and Diversity, Equity, Inclusion and Justice (DEIJ) efforts to assist Maryland’s population in becoming more resilient and to provide customer service to disadvantaged communities.

The incumbent in this position may drive a State vehicle.  If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment.  Individuals must maintain a driver’s license with no more than 5 points on their driving record in order to drive a State vehicle.   

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university including 30 credit hours in engineering or the biological, environmental or physical sciences.

Experience: Three years of experience supervising a professional staff or as a project supervisor in the  Water Management field of work.

Notes:

1. Candidates may substitute additional experience in engineering, public administration or law as related to environmental health on a year-for-year basis for the required education.

2. Applicants may substitute registration as an Environmental Sanitarian or as a Professional Engineer for the required education.

3. Applicants may substitute one additional year of experience in engineering, public administration or law related to environmental health for the 30 credit hours of required education.

4. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering, Natural Resources and Science field of work on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Experience using EPA’s Chesapeake Assessment and Scenario Tools;
  • Grant management experience;
  • Knowledge and/or experience of data management and conversion tools;
  • Knowledge and/or experience of the Chesapeake Bay Partnership and its processes;
  • Knowledge and/or experience of best management practices as to source sectors in Agriculture, Developed, Wastewater, and Natural.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Candidates appointed to positions in these classifications may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

PERSONAL LEAVE – New State employees are awarded six (6) personal leave days annually (prorated based on start date)

ANNUAL LEAVE – ten (10) days of accumulated annual leave per year.

SICK LEAVE – fifteen (15) days of accumulated sick leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
