Project Manager/Watershed Specialist – Middle Colorado Watershed Council

The Middle Colorado Watershed Council’s mission is to evaluate, protect, and enhance the health of the
Middle Colorado River watershed through the cooperative effort of watershed stakeholders. Since its founding, MCWC has monitored water quality; completed recreation access projects; developed a
Colorado River interpretive center, the River Stop, in Rifle, Colo.; revegetated stream banks; removed invasive species; installed fish barrier and passage structures in coordination with local farmers and ranchers; coordinated water quality and weather monitoring activities to mitigate wildfire and post wildfire impacts; and developed an Integrated Water Management Plan (IWMP) for the Middle Colorado river basin.

MCWC is seeking a full-time project manager/watershed specialist to work in coordination with the
Executive Director on IWMP project management, River Watch activities, and River Stop management.

Description of Services to Be Provided

This is an employee position (with responsibilities and benefits described below) for a person to provide project management services for the Middle Colorado Watershed Council (MCWC) on projects within the Middle Colorado River region (Glenwood Canyon to Debeque Canyon, Colorado). The employee will report to the MCWC Executive Director to determine project need and implementation. The scope of work included in employee’s position includes:

  • Oversee and manage multiple projects including coordination with MCWC subcontractors, volunteers, and stakeholders under direction of the Executive Director.
  • Assume responsibility for timely completion of project deliverables, noted with each project.

Grant-funded projects require careful tracking of hours applied toward a project, project development, changes to project and stakeholder engagement for reporting purposes.MCWC uses My Hours to help employees track project engagement.

  • Manage the project budget and implement cost controls.
  • Conduct technical work on projects per individual expertise.
  • Complete outreach tasks associated with the project.
  • Complete grant-related reporting (depending on project funding structure).
  • Manage grant proposals and funding requests for new proposed projects, including completion of submittals and coordination with funders and partners (depending on project funding structure) working in coordination with the Executive Director.
  • Develop brief monthly written reports to MCWC Board to convey information related to project progress including key accomplishments, progress made on deliverables, status of budget and schedule, and any project issues that require Board consultation.
  • Build and foster relationships with community stakeholders.
  • Attend conferences/workshops for the purpose of continuing education, disseminating information and networking, as determined by the Executive Director.

Employee Tasks:

  • Citizen science water quality monitoring project working with schools and citizen scientists.
  • Managing River Stop operations including soliciting and managing a volunteer roster along with structure time slots for volunteers to cover the River Stop for visitor access. Initiate and

coordinate MCWC events. Although there is opportunity for some remote work, the project manager will be expected to be at the River Stop at least half time.

  • Work under the Executive Director direction to manage identified IWMP project implementation based on current and potentially funded projects. Current examples of projects in process include:
  • Develop fish passage/barrier project with Bureau of Land Management and

Colorado Parks and Wildlife. Coordinate with Conservation or Conservancy District,
Trout Unlimited, land and water rights owners, and other stakeholders to determine project’s priority, cost, timeline, design, and levels of completion.

  • Develop best practices for gravel pit reclamation. Part 2 of this project could include pilot Gravel Pit Reclamation projects.
  • Grizzly Creek Fire (2020) response, including partnerships with other area non- profits.
  • Assistance in events planning and coordination working closely with the O&E committee and the Executive Director
  • Assistance with publications and marketing coordination under the direction of the

Executive Director (newsletters, project reporting, etc.)

Expertise
Additional consideration will be given to applicants in regard to previous experience in the field of natural resources or agriculture, project management, contract experience, and/or event management.

Requirements for Employment
This position requires the capability to lift up to 30 pounds. The person hired must be able to spend time in the MCWC office at the River Stop and at project sites in the watershed. Because there is field work as part of the IWMP project management, the hired employee must be able to navigate over rough terrain without use of a vehicle to project sites. The employee must be able to travel and have a valid driver’s license.

Term of Employment
Benefits (described in the Employee Manual) would be effective (or begin accruing) on the first day of employment. The first 90 days of employment are a trial period.
