Objective and Purpose of the Assignment
India’s two major rivers viz Ganga and Yamuna start their journey from the state of Uttarakhand. Besides
these two rivers, Uttarakhand has a large network of rivers and canal which provides an immense scope
for hydropower energy. Uttaranchal Jal Vidyut Nigam Limited (UJVNL) came into existence in the year 2001
and operates hydropower plants ranging in capacity from 1.5 MW to 304 MW, totaling to 1420.60 MW. The
purpose of the assignment is to evaluate potential and feasibility for setting up medium to large hydro
power projects in the state.
Scope of Work
The consultant is expected to review the concept note and technical studies/reports of potential medium
to large hydro power projects in the state and evaluate the feasibility of the potential hydro power
projects in Uttarakhand.
Detailed Tasks and/or Expected Output
The consultant will assist ADB in the following:
a) Review the concept note and technical studies reports made available by the UJVNL on the potential
hydro project locations and provide inputs on the report;
b) Undertake site visits to potential hydro power project locations to assess the project feasibility;
c) Undertake detailed consultations with project stakeholders on the potential hydro power project
locations;
d) Review the transmission network and connectivity requirements pertaining to the potential hydro power
project locations;
e) Assess feasibility of the potential hydro power projects through preliminary assessment of the
various aspects e.g., hydropower, disaster management, geologic elements, water resources, rock
mechanics, irrigation, electrical, mechanical, power system, environment and social factors. For the
preliminary assessment the consultant is expect to rely on the inputs from the utility, physical site
visits and key stakeholders at project locations;
f) Programmatic level support to explore, shortlist, and help coordinate various options for ADB to
participate in financing/co-financing the counterpart loan of the utility, with the concurrence and
coordination of the respective State Government departments;
g) Provide inputs to IA/EA on key technical matters as required; and
h) Assist ADB officials and support on key technical matters.
Minimum Qualification Requirements
(i) Master Degree in business management or related fields and Bachelor of Engineering preferably in
Civil, Mechanical or electrical.
(ii) Hands on experience in working in large hydro power projects in India.
(iii) At least 20 years of experience and have good knowledge of the country and region of the project.
(iv) Work experience with hydro power projects in Uttarakhand or similar geographies is preferred.
(v) Work experience with government organizations in India is preferred.
(vi) Excellent oral and written English skills.
Minimum General Experience: 20 Years
Minimum Specific Experience (relevant to assignment): 10 Years
