Organizational Setting

TCP/MYA/3901 (Building community resilience through resilient watershed management) is under the FAO Representation office of Myanmar’ technical Cooperation Programme for 2022-2023. The main objective of the project is to address data and information gaps related to resilient watershed management by conducting a national level resilient watershed analysis adopting a landscape approach aimed to identify priority risk reduction area through geospatial assessment. 

The watershed areas in Myanmar are under pressure and at risk of degradation due to the unsustainable exploitation of natural resources, poor land use and technical and institutional issues, and unstable political situation and climate crisis. The watershed degradation accelerates ecological degeneration, reduces economic opportunities and increases social problems. 

Therefore, protection and effective management of watersheds is critical to preserve water quality and healthy ecosystems and to provide ecosystems services. The conservation, use and sustainable management of watershed resources to meet the demands of growing populations have been a high priority now in Myanmar. 

In response to the pressure and at risk of degradation of watershed areas in Myanmar, FAO-Myanmar intend to integrate risk reduction landscape approach into community livelihood activities through the adoption of resilient watershed management.   

Reporting Lines
 
Under the overall supervision of the FAO Representative in Myanmar, in coordination with the Assistant FAO Representative in Myanmar, and the direct technical supervision of Lead Technical Officers (LTO) from FAO Regional Office in Bangkok, the consultant will perform the following duties: 

Technical Focus

Provide comprehensive technical and policy expertise to support the planning, development and implementation of the project. The technical specialist will be responsible for ensuring that all the components of lanscape level national risk assessment, developing a strategic resilient watershed management action plan for the priority risk reduction opportunity areas and designing the demonstration plot in order to test risk reduction plan.

Tasks and responsibilities

•    Provide high-level advice and supervision on the strategic approach and project implementation 
•    Provide technical inputs on a national risk assessment at landscape level to identify priority watershed areas
•    Lead  the development of a National risk assessment at landscape level report
•    Lead in the development of a strategic Action Plan for the priority risk reduction opportunity areas
•    Provide technical inputs on identification of the demonstration sites and designing the demonstration plot in order to test risk reduction plan and measures in a risk reduction priority area
•    Support the development of the ToR for the establishment of the demonstration site to test the strategic plan
•    Support and provide guidance as needed as assigned by the supervisor

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

•    Advanced University degree in Forestry and environmental conservation, or other related subject areas;
•    At least 5 years of work experience in forest Landscape restoration, watershed management, Climate Change and disaster risk reduction or related fields in developing countries;
•    Working knowledge (level C) of English and limited knowledge (level B) of one of the official FAO languages (French, Spanish, Chinese, Arabic, or Russian) for COF. For PSA, working knowledge of English.

Selection Criteria

•    In-depth knowledge of policy and strategic decision-making requirements for sustainable landscape restoration and livelihood development in the tropics, land related Climate Change mitigation;   
•    Work Experience with government and non-government organizations in the South East Asian region is an advantage; 
•    Proficiency in both spoken and written English;
•    Strong inter-personal skills and excellent oral communication skills.
