UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?  

Scope of Work:

Under the technical supervision of the UNICEF WASH Specialist, the specific objectives of this contract are to:

1. Lead the application of established IM system of the WASH Cluster during periods of emergencies and disasters, e.g., WASH 4Ws reporting, and linking to overall reporting systems initiated by the Inter-Cluster Coordination Group (ICCG) and the Humanitarian Country Team (HCT).

2. Assist in the Humanitarian Performance Monitoring (HPM) of UNICEF WASH responses, mainly implemented through Implementing Partners, during periods of emergencies and disasters.

3. Support the completion of IM requirements related to the development of a new WASH Cluster Strategic Plan, 2023-2028, e.g., capacity mapping of cluster partners, as well as in the review of WASH Cluster’s Contingency Plans, e.g., pre-disaster information.

4. Fulfill IM requirements in the formulation of UNICEF WASH Emergency Preparedness and Response Plan, e.g., mapping of potential partners.

5. Support the review and coordination of the technical working group for WASH FIT and ESIS.

UNICEF is currently supporting two digital innovations within the Department of Health — 1) Online assessment form and WASH in HCF dashboard using the Water and Sanitation for Health Facility Improvement Tool (WASH FIT), and 2) online Environmental Sanitation Information System (ESIS). Both initiatives are at different stages of development.

WASH FIT has completed the pilot phase and has undergone a second revision of the assessment form based on user feedback. It is currently being used by implementing partners for the COVID response and suggested changes are being received to allow the system to be scaled up easily without much downtime during registration. There is a need now to coordinate these changes with the DOH TWG and UNICEF T4D team and support the development of the policy for use of the system in primary care facilities.

ESIS is still at the development stage and will include indicators on WASH in emergencies and governance, which entails working with DOH – Health Promotion Bureau and the Health Emergency Management Bureau and the DILG – Office of Project Development Services. Critical at this stage is to ensure that the information collected will match and align with the data requirements of DOH and DILG to support program planning, monitoring and recognition initiatives.

The Consultant is expected to follow through on the action points agreed in the Technical Working Group, ensure program feedback is addressed by the IT firm / programmers, and provide coordination support during field testing, training and review.

On the aspect of WASH emergency response programming, UNICEF is co-leading the WASH Cluster in the Philippines alongside the Department of Health (DOH) and amongst the main technical assistance being expected during periods of emergencies and disasters is on IM, including linking with the HCT through the UN Office of Coordination of Humanitarian Affairs (OCHA).

The WASH Cluster in the country is also active during periods of non-emergency and cluster partners jointly implement 5-year strategic plans focusing on capacity-building, systems strengthening, policy advocacy, resource mobilization and knowledge management. The current WASH Cluster strategic plan though is already ending this year, a new one needs to be developed at the start of 2023, which will also include reviewing/updating the cluster’s contingency plans, also in the light of COVID19 pandemic in the last 2-3 years.

As a critical process in the implementation of UNICEF’s Supertyphoon Rai (local name: Odette) Emergency Response on WASH, an After Action Review (AAR) was facilitated in September 2022, participated in by UNICEF’s WASH Implementing Partners. The exercise yielded valuable recommendations on the aspects of partnership management as well as on the implementation of various WASH emergency interventions. Key to these is the formulation of a WASH Emergency Preparedness and Response Plan that would render predictability as UNICEF and its Implementing Partners continue to partner and work together in addressing emerging WASH needs during periods of emergencies and disasters.

Tasks:

1. Maintain and regularly update information and database on planned and ongoing responses of current and potential WASH Cluster partners, e.g., WASH 4Ws+.

2. Extending support on HPM reporting on WASH responses of UNICEF and its Implementing Partners.

3. Assist in the development of a new WASH Cluster 5-year Strategic Plan.

4. Assist in the formulation of WASH Emergency Preparedness and Response Plan of UNICEF and Implementing Partners

5. Support the review and coordination of the technical working group for WASH FIT and ESIS

Deliverables:

1. Constant coordination with WASH Cluster partners, also in behalf of the Department of Health, WASH Cluster Lead

2. Regular communication with UN OCHA, including report submission, in behalf of the WASH Cluster.

3. Linking with DOH-Health Emergency Management Bureau (HEMB) Operation Center.

4. Regular coordination and communication with WASH Implementing Partners.

5. Monitoring of progress of HPM indicators on WASH.

6. Documentation of a National WASH Cluster Assembly that will be organized to develop a new Strategic Plan, including review/updating of Contingency Plans.

7. Provision of data requirements for the development of a new Strategic Plan and review/updating of Contingency Plans.

8. Coordinate TWG meetings and user feedback on the WASH FIT and ESIS.

9. Coordinate with T4D team, and if necessary, provide support, the registration of health facilities in the WASH FIT ODK form.

10. Review and update the ESIS indicators with data definitions, reporting frequency and visualization requirements.

11. Review and update the WASH FIT indicators with data definitions, reporting frequency and visualization requirements.

Outputs:

1. Regularly updated WASH 4Ws+ and collated reports on responses of WASH Cluster partners, e.g., Cluster Updates.

2. Documentation of good/not-so-good practices as well as innovations during the implementation of WASH response.

3. Minutes of WASH Cluster meetings.

4. Regular updates on HPM indicators on WASH, both on the quantitative and qualitative aspects.

5. Minutes of meetings with Implementing Partners.

6. Documentation of WASH Cluster National Assembly and review/updating of Contingency Plans.

7. Data requirements for the new Strategic Plan, e.g., disaster profiles, WASH baselines.

8. Capacity-mapping of WASH Cluster Partners as part of the review/updating of the Contingency Plans.

9. Minutes of TWG meetings on WASH FIT and ESIS.

10. Updated ESIS indicators with data dictionary, reporting frequency and visualization requirements.

11. Updated status of user feedback and IT firm / programmer actions.

Qualifications and Competencies of Successful Consultant

  • A degree in information management, computer science, and any related profession.

Knowledge/Expertise/Work Experience/Skills:

Knowledge/Skills:

• Familiarity with WASH Cluster (global, national) monitoring and reporting tools.

• Proficiency in the use of ODK, Ona, Microsoft PowerBI,.

• Familiarity with capacity-mapping tools.

• Technical report writing skills.

• Familiarity with UNICEF knowledge management tolls and processes.

• Effective coordination skills.

• Excellent oral and written communication skills.

Work Experience:

• At least 2 years work experience in development and management of information systems.

• Previous cluster information management experience is an advantage.

Languages:

  • Fluency in English and local language is desirable.
