The Sustainable WASH for All, SUSWA, project is co-financed by the Governments of Nepal and Finland in 2021-2027, with delegated financing from the EU starting in 2023. The project municipalities are the main implementers of SUSWA and participate in the project cost.
Working in the geographically challenging and hard-to-reach municipalities of Karnali, SUSWA aims to reconsider the approach to functionality in order to address the root causes while strengthening governance for gender equality and social inclusion and sustainable sanitation and hygiene.
In the working area of SUSWA, the majority of water schemes are low to non-functional. Water users’ committees lack the resources and capacity to respond to scheme breakdowns, e.g., skilled maintenance workers, funds and spare parts. Additionally, externalities that communities often cannot address alone, such as weather-related disasters, play a big role in water service disruptions. SUSWA intends to establish efficient and transparent WASH governance at the municipal level that can ensure safe, sustainable, inclusive WASH services and conditions for all through internalising the concept of lifetime services (and costs) of water systems. Addressing functionality as the core issue requires organisational restructuring and the formation of professional O&M structures supported by reliable and timely data and supply chains. The overall objective of this assignment is to support the SUSWA project, Local Governments (LGs) and the MWRED in setting up a Service Support Center (SSC) in Karnali Province; the scope of the SSC is to help LGs and WUSCs to maintain water service delivery.

Qualifications required:
Master’s degree in Water Supply and Sanitation, Civil Engineering, Environmental, Science, Social Science or another relevant field Fluency in English language
Professional experience required:
– Minimum ten years of relevant international working experience; – Minimum ten years of working experience in fields related to water supply operation and maintenance in hands-on technical or administrative tasks directly involving service delivery with public water utilities (preferred in small towns and low-income settings) or small-scale private operators. – Extensive experience in community-based rural water supply and water service delivery in low-income areas with challenging cost recovery and financial sustainability. – Demonstrated experience in at least two similar assignments and producing similar deliverables. – Up to date on international innovations in functionality in rural water supply and remote monitoring technologies. – Experience with gravity-fed rural water supply is preferred. – Experience with performance-based funding is preferred. – Prior knowledge of Nepalese development and social context will be an advantage.
