THE GLOBAL WATER PARTNERSHIP
The Global Water Partnership (GWP) is a multi-stakeholder action network dedicated to working with countries towards the equitable, sustainable, and efficient management of their water resources. We comprise 3,000+ partner organisations in over 180 countries. Our network of 65+ Country Water Partnerships (CWPs) and 13 Regional Water Partnerships (RWPs) convenes and brokers coordinated action by government and non-government actors. The network is supported by a Global Secretariat set up as an inter-governmental organization – the Global Water Partnership Organization (GWPO) in Stockholm, Sweden. GWP mobilises action for water security through a unique combination of social capital, shared values, credibility within the local and global water community, bottom-up orientation, and expertise. THE GLOBAL WATER LEADERSHIP PROGRAMME
As an implementing partner of FCDO’s “Global Water Leadership in a Changing Climate” (GWL) programme, GWP has designed a set of work packages to contribute to the programme’s Outputs 1 (Leadership and collaboration); 2 (Evidence, norms and standards) and 3 (Identifying systemic and financial constraints) for Integrated Water Resources Management, and where possible, for climate-resilient WASH services, in collaboration with UNICEF. These outputs will contribute to generating political leadership for water at the national and international levels.
The GWL programme is currently being implemented in seven countries across five regions within GWP. These are: Rwanda and Uganda (GWP Eastern Africa); Malawi and Tanzania (GWP Southern Africa); Central African Republic (GWP Central Africa); the Occupied State of Palestine (GWP Mediterranean); and Nepal (GWP South Asia). The programme co-implements in UNICEF with five of those countries – Rwanda, Uganda, Malawi, Occupied State of Palestine and Nepal.
GWP’s strategy for delivery of the GWL programme is based on horizontal and vertical integration, which indicates cooperation at multiple levels: between national and local stakeholders within a country; between national and global stakeholders towards international platforms; and among project partners both at the global level and within each country. It leverages GWP’s role and function on the global, regional, and national levels to bring forth a joint vision and a spectrum of impacts together with the GWL programme partners. GWP will be contributing to the programme’s outputs through the following key activities:
• Supporting inclusive and participatory government-led multi-stakeholder change processes to identify bottlenecks in water resource management and strategies to address them;
• Catalysing political uptake and implementation of said strategies; and
• Mobilising strong global voices for water and sanitation in international platforms.
GWP seeks a Country Programme Coordinator to drive implementation of the GWL programme in-country and to support the pursuit of GWL objectives regionally and globally as needed.
GWP’S GWL Programme Team
The GWL Programme is anchored in the Network Operations Unit at the GWP Global Secretariat. The team is comprised of:
• Global Coordinator for the Global Water Leadership Programme;
• Network Specialists, the Monitoring and Evaluation function, and the Finance Unit;
• Regional Coordinators and other staff across five Regional Water Partnerships; and
• GWL coordinators in six countries in addition to Rwanda (seven in total).
SCOPE OF THIS POSITION
Under the supervision of the GWPEA Regional Coordinator and guidance from the GWL Global Coordinator, the GWL Country Programme Coordinator ensure overall coherence of the programme implementation in Rwanda:
• Serve as key focal point for the coordination and implementation of the GWL activities at country level;
• Liaise and coordinate country and regional level activities in close cooperation with teams at country, regional and global level, including UNICEF-Rwanda;
• Design and steward a comprehensive, government-led multi-stakeholder change processes that is relevant and responsive to the Rwanda context;
• Ensure timely progress tracking and reporting for the programme; and
• Support identification and securing of opportunities for large scale climate financing for climate resilient water and sanitation services and water resources management.
DUTIES AND TASKS
The Programme Coordinator will be responsible for the development, coordination, implementation, and reporting of the GWL Programme. Specific duties include:
a. Programme Implementation and Coordination at Country Level (55%)
• Ensure delivery of all GWL programme outputs on time and within budget at country
• Lead the development of work plans and budgets at country level with guidance from the Global Coordinator, consulting with the Country Water Partnership and Region
• Coordinate administrative, logistics and financial support to programme activities; proactively identify and troubleshoot any issues that arise
• Liaise with and consult the Rwanda Country Water Partnership to achieve the overarching desires of the programme in alignment with their overarching strategy
• Build and maintain a positive working relationship with UNICEF in Rwanda, activating a joint workplan that encourages a unified approach to Water Resources Management (WRM) and Water, Sanitation, Health and Hygiene (WASH)
• Provide guidance and coordination support to finance consultant hired by GWPO
• Guide and/or supervise locally-hired consultants as needed
• Coordinate with the Global Coordinator and the GWP communications team to promote the programme and its progress
• Promote an inclusive and gender transformative approach in programme activities
b. Programme Monitoring, Reporting and Evaluation (20%)
• Track/monitor delivery of programme activities
• Prepare quarterly reports as well as other milestone reports outlined in the Workplan; coordinate with Regional team to ensure timely submission
• Participate in regular programme calls with the Global Coordinator, Regional team, and monthly GWL full team meetings
• Support the Regional and Country Water Partnership Governance team in GWL monitoring and evaluation as needed
c. Knowledge management and communication (15%)
• Capture key programme outputs/outcomes and lessons generated from the processes and activities at country/regional level
• Facilitate sharing of lessons among local stakeholders
• Assist in the dissemination of programme insights and lessons learned across GWL team, GWP global network and beyond
d. Support to the Rwanda Country Water Partnership (10%)
• Assist in the coordination and management of the activities of the secretariat of the Country Water Partnership.
• Support the Country Water Partnership (CWP) to identify and secure opportunities for large scale climate financing for climate resilient water and sanitation services and water resources management.
EXPERIENCE AND QUALIFICATIONS
Interested applicants for the Country Program Coordinator position are required to have the following qualifications and experiences:
• Minimum qualification Master’s degree in project management, international development, water resources management, climate change, environmental protection, social development, sociology, gender or related area
• Understanding of water resources management and governance, climate change, development (SDGs), gender and related issues
• Understanding of the institutional and policy environments around water security, climate resilience building and gender equality in the country
• Experience working within multi-stakeholder platforms and supporting change processes
• At least five years of relevant experience in the above areas with focus around stakeholder engagement and project management. Experience working in different country contexts preferred, particularly in Rwanda
• Excellent analytical and writing skills and very good organisational and task management skills, demonstrated teamwork skills and ability to work independently
• Demonstrated ability in project management, including workplan development, tracking, budgeting, and reporting
• Excellent writing and communication skills in English.
• Experience collaborating and /or working with government institutions and agencies
LEVEL OF EFFORT
This is a time based consultancy paid in monthly instalments, that will be negotiated at the point of negotiating the contract.
